The Oregon Department of Administrative Services, Enterprise Information Services, Geospatial Enterprise Office (EIS GEO) has issued a Request for Proposals (RFP) S-10700-00009858 for comprehensive statewide orthoimagery services covering approximately 98,400 square miles. The procurement seeks a professional services consultant to acquire and deliver 1-foot and 6-inch ground sample distance (GSD) natural color and false color infrared orthoimagery across the entire state. Key deliverables include orthoimagery products, digital terrain models, digital surface models, point cloud data, and a two-year public streaming service for the imagery. The acquisition period is scheduled for June 1 - August 31, 2024, with preliminary and final deliverables required within 45 days of acquisition. A pre-proposal conference will be held virtually on April 3, 2024, with proposals due on April 12, 2024, by 4:00 PM PST. The contract will be effective upon final execution and terminate three years after the effective date, with potential extension options. Evaluation criteria will focus on technical capabilities, quality assurance, and compliance with state information security standards.
The state is actively encouraging participation from Certified Disadvantaged Business Enterprises, Minority-Owned Businesses, Woman-Owned Businesses, Businesses Owned by Veterans, and Emerging Small Businesses. The Notice of Intent to Award indicates Surdex Corporation as the intended awardee for this contract. The estimated project cost is $1,500,000, with the successful consultant required to provide certificates of insurance, a business registry number, and a W-9 form prior to contract award. Bidders must comply with detailed state information security standards outlined in the attached documentation, including system component inventories, access control, configuration management, and media protection requirements. The procurement seeks to create a comprehensive geospatial imaging resource that will be publicly accessible and support various state and local agency missions. Successful vendors must demonstrate technical expertise in orthoimagery acquisition, processing, and delivery, with a focus on high-quality, accurate geospatial data products.
