About this file

This document is an Attachment G Requirements and Specifications Checklist for a state and local contract opportunity focused on orthoimagery services in the state of Oregon. The contract requires the acquisition and delivery of 1-foot and 6-inch GSD orthoimagery imagery for the entire state, to be acquired during the period of June 1 - August 31, 2024. The imagery must meet specific accuracy, formatting, and delivery requirements, including providing preliminary and final deliverables within 45 days of the acquisition period and acquisition date. The contract also requires the provision of additional derivative products such as digital terrain models, digital surface models, and point cloud data. Additionally, the contract requires the successful vendor to provide streaming services for public access to the 1-foot and 6-inch GSD orthoimagery for two calendar years.

The contract opportunity is for the state of Oregon and the jurisdictions of Marion County and the city of Salem. The pricing terms, set-asides, funding requirements, and other salient information are not explicitly detailed in the provided document.

1ft GSD Ortho Specs

Requirements for 1 foot GSD productRequirement Met?Proposer Comments
Acquire natural color and false color infrared orthorectified imagery for the entire state.
Acquire all orthoimagery from June 1 - August 31, 2024
Deliver imagery in 1/16 USGS 7.5 minute quadrangles (quarter-quarter quad or QQQ)
GeoTIFFs must be delivered in: Horizontal - Oregon Statewide Lambert, in international feet, NAD83 (2011) Epoch 2010.00, Vertical - Orthometric NAVD88 (GEOID18 or most current), international feet
Deliver imagery as a set of individual GeoTiffs and compressed county mosaics
Source Aerial Photography GSD shall be less than one foot
Provide one foot GSD Orthophotography with an ASPRS (2023 Ed.2) horizontal accuracy class of 1.41 feet in Urban Areas
Provide one foot GSD Orthophotography with an ASPRS (2023 Ed.2) horizontal accuracy class of 2.79 feet in non-Urban Areas
Aerial Photographs acquired during periods when the atmosphere is free of smoke, dust, and excessive haze, and when well-defined images can be resolved. Image tiles have less than ten percent (10%) cloud cover or cloud shadows. The ground in Aerial Photographs is free from snow below timberline, standing water (other than natural or man-made ponds and lakes), flood waters from streams which have overflowed their banks, and wet ground which obscures field, soil or crop boundary lines. Specular reflections are minimized, especially in agriculture areas, by avoiding acquisition during periods of peak solar reflectivity.
Sun angle must not be less than 40 degrees.
Forward Lap of minimum 60% and Side Lap of minimum 30%. Additional exposures must be captured over urban areas to ensure that not more than 25% of roadway/transportation features are obscured.
Acquired raw products have a minimum of 8-bits per band
Provide rectification services and produce 4-band (color and color near-infrared) GeoTIFF format, internally tiled (256x256), uncompressed, 8-bits per band digital orthorectified imagery.
Digital orthophoto tiles cover the entire image area of one standard quarter-quarter USGS quadrangle (QQQ - 1/16th quad) with a 150 (+/- 15) pixel buffer on all four sides of the QQQ
Deliver preliminary orthoimagery for QA/QC no later than 45 days after acquisition period
Deliver final orthoimagery for QA/QC no later than 45 days after acceptance by Agency
