About this opportunity
The Idaho Division of Juvenile Corrections (IDJC) is seeking a one-time exemption from competitive procurement for Prescription Filling & Pharmacy Services and Enhanced Clinical Services for its Juvenile Correction Centers. The agency requires ongoing pharmacy services that include prescription filling, chart review services, and enhanced clinical support, which cannot be provided internally due to staffing limitations. IDJC is attempting to secure a contract extension through the MMCAP purchasing consortium, and is requesting a six-month exemption or until a new contract can be established. The procurement is time-sensitive, with the current interim contract with Correct Rx Pharmacy Services, Inc. set to expire on September 30, 2023. The solicitation's key dates include a proposal due date of September 15, 2023, with the potential contract extension intended to bridge the gap until a long-term solution can be implemented. The Division of Purchasing (DOP) will review the exemption request and has discretionary power to approve or deny the procurement approach.
No specific set-aside designations or restrictions on responding organizations are explicitly outlined in the documentation. The incumbent vendor is Correct Rx Pharmacy Services, Inc., which currently provides the interim pharmacy services. The anticipated cost for the six-month extension is approximately $66,000, which includes base prescription filling services and enhanced clinical services at an additional $1,000 per month. Standard State of Idaho insurance requirements will apply, mandating that the contractor provide commercial general liability, commercial automobile liability, and workers' compensation insurance. The State of Idaho and its associated agencies must be named as additional insureds on liability policies. The contract will require maintenance of insurance for the duration of the service period, with the State to be notified of any policy cancellations or material changes. The procurement method involves a requested exemption from competitive bidding, with the DOP Administrator retaining full discretion in the decision-making process.
Opportunity text
The Idaho Division of Juvenile Corrections has requested an exemption from competition for the purchase of Prescription Filling & Pharmacy Services and Enhanced Clinical Services. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
