About this opportunity
The State of Idaho, specifically the Idaho Military Division (IMD), is seeking to procure a disposal and recycling solution for personal protective equipment (PPE) that has reached the end of its useful life. The inventory includes approximately 3.8 million gowns (1.3 million pounds), 300,000 face shields, 156,000 N95 masks, and 500,000 procedure/3-layer masks. The IMD has requested an exemption from competitive procurement due to the specialized nature of textile recycling and the large volume of materials. The procurement is structured as an Invitation to Negotiate (ITN) Event 106, with a pre-proposal conference and specific submission requirements through the state's eProcurement System, IPRO. Key dates include a pre-proposal conference registration deadline and a proposal submission deadline of September 14, 2023. The IMD is seeking a vendor capable of handling the entire volume of PPE, with FEMA reimbursement support for transportation and disposal costs available until November 8, 2023. Evaluation will focus on the vendor's ability to process the large quantity of textile and medical protective equipment effectively and efficiently.
The procurement appears to be open to all qualified vendors, with no specific set-aside designations mentioned in the documentation. The IMD has noted that the vendor pool for textile recycling is small, which prompted the request for an exemption from standard competitive procurement processes. The Division of Purchasing (DOP) Administrator will have discretionary authority to approve or deny the exemption request, and suppliers are invited to provide information supporting or challenging the claim that competitive procurement would be impractical. While specific budget ranges are not explicitly stated, the disposal involves approximately 1.3 million pounds of materials, suggesting a potentially significant contract value. The procurement allows for suppliers to submit relevant information about their capabilities through the IPRO system, with the ultimate goal of finding a vendor that can comprehensively manage the disposal of expired PPE. No incumbent vendors are identified in the documentation, and the procurement appears to be a one-time, specialized disposal project rather than an ongoing contract.
Opportunity text
The Idaho Military Division has requested an exemption from competition for the purchase of PPE Past it's useful life. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
