About this opportunity
The Idaho Department of Administration is seeking a one-time exemption to procure a Monitoring Building Automation Control System from ATS Inland, with a total contract value of $52,012. The procurement specifically targets a maintenance agreement to ensure continuous monitoring of cooling and heating systems, with on-call troubleshooting and repair services. The contract opportunity was posted on August 6, 2024, with an initial due date of August 9, 2024, though Amendment 1 extended the close date to October 19. The technical proposal requires vendors to provide detailed information about their qualifications, approach, and ability to address potential obstacles in managing the building automation control system. Key deliverables include remote desktop management for technicians to access end-users' PCs for troubleshooting and servicing. Vendors must submit a comprehensive technical proposal limited to 8 total pages, covering company qualifications, transition plan, potential challenges, and service delivery strategies.
The solicitation does not explicitly indicate specific set-aside designations or restrictions on responding organizations. The procurement appears to be a direct, single-source exemption specifically targeting ATS Inland as the preferred vendor due to time constraints and existing system familiarity. No information is provided about disadvantaged enterprise requirements or mandatory small business participation. The contract is structured as a one-year maintenance agreement with the potential for future competitive bidding, as the Department of Administration is simultaneously working on developing a full Invitation to Bid for future procurement cycles. The total contract value is relatively modest at $52,012, suggesting this is a targeted, specialized procurement focused on maintaining critical building automation infrastructure. No additional details are provided about alternative vendors, current infrastructure, or potential integration requirements beyond the stated need for remote monitoring and troubleshooting capabilities.
Opportunity text
The Idaho Department of Administration has requested an exemption from competition for the purchase of Monitoring Building Automation Control System. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
