About this file
The document is a Request for One Time Exemption from Competition submitted by the Idaho Division of Purchasing (DOP) on behalf of the Idaho Department of Administration. The agency is requesting an exemption to directly procure Monitoring Building Automation Control System services at a cost of $52,012. The background provided indicates the system requires monitoring to ensure there are no failures to the cooling and heating systems, and the agency needs to have a maintenance agreement in place with a vendor that can provide on-call troubleshooting and repair services. Due to timing constraints, the agency is unable to conduct a competitive solicitation this year and is requesting a one-time exemption. If approved, the exemption would allow the agency to procure the services directly from the vendor, ATS Inland, for a one-year maintenance agreement to align with the renewal of all automation control systems. The agency is working on an Invitation to Bid to ensure a contract is in place prior to the next renewal in August 2024.

| Request for the Purchase of: Monitoring Building Automation Control System | |
| Cost attach quote: $52,012.00 | |
| Background and Justification attach additional sheets as needed: The Building Automation Control System needs to be monitored to ensure there are no failures to the cooling and heating system for the buildings. The staff on site monitor the system, however if there is an alarm and they do not know how to fix the issue, they need to have someone on call to be able to check the system and trouble shoot the problem or come on site to make repairs. The Building Automation Control uses a software platform called Niagara Server. With this request the Department is going to purchase a maintenance agreement through ATS Inland for the Niagara Server. This is for one year and will line up the renewal of all the automation control systems located on site. This will ensure there are no laps in coverage for any of the control systems. This renewal is due in August so there is not enough time to do a solicitation this year. The Department od Administration is working on an ITB to ensure there is a contract in place before next August. | |
