About this opportunity
The Massachusetts Executive Office of Health and Human Services (on behalf of MassAbility) is requesting proposals for education and training, capacity building, and leadership development services under Statewide Contract PRF76 (Management Consultants, Program Coordinators and Planners Services), with proposals due July 24, 2026 at 4:00 PM EST and a question deadline of July 17, 2026.
The Small Business Purchasing Program (SBPP) provides award preference to certified small businesses meeting best value criteria, with principal place of business in Massachusetts, at least one year in business, fifty or fewer full-time equivalent employees, and gross revenues of $15 million or less based on a three-year average. A Supplier Diversity Plan is mandatory and scored separately at 25 points.
Bidders may respond to one or more of three service categories: Professional Development and Training (consultation and delivery across customer service, case management, workplace skills, and technology innovation); Capacity Building (general agency initiatives and specialized Deaf culture and employment capacity building); and Leadership Development (one-on-one coaching, team development, and environmental scans). Most services will be delivered virtually with some in-person training as needed. Vendors must propose hourly rates and/or deliverable-based rates for each selected service.
The contract term runs August 17, 2026 through August 16, 2028, with one optional one-year renewal extending through August 16, 2029. The current year budget is $145,000; the total three-year contract budget is $435,000. This is a fee-for-service contract with pricing and compensation negotiated project-by-project through executed Statements of Work. MassAbility may select multiple vendors for Categories 2 and 3.
Evaluation is based on three weighted criteria at one-third each: Proposed Approach and Implementation, Relevant Experience and Staffing, and Cost Response, yielding a 75-point base score plus 25 points for the Supplier Diversity Plan. Award is estimated for August 6, 2026. All submissions must include required documents from the Bidders Response Checklist and proof of SBPP certification status. No federal funds support this procurement.
