About this file
This is a Question and Answer document related to an RFQ for Education and Training, Capacity Building, and Leadership Development services issued by the Massachusetts Executive Office of Health and Human Services on behalf of MassAbility. The RFQ (Bid #BD-27-1071-AO-02021-131245) seeks proposals for three service categories: Professional Development and Training (consultation and delivery across customer service, case management, workplace skills, and technology innovation); Capacity Building (general agency initiatives and specialized Deaf culture and employment capacity building); and Leadership Development (one-on-one coaching, team development, and environmental scans). Most services will be delivered virtually with some in-person training as needed. The question deadline is July 17, 2026, with proposals due July 24, 2026 at 4:00 PM EST. The contract term runs August 17, 2026 through August 16, 2028, with one optional one-year renewal extending through August 16, 2029, and an estimated award date of August 6, 2026.
The RFQ clarifies intellectual property ownership: MassAbility retains ownership of all contract deliverables funded by the State, including any tangible or intangible products, goods, services, data, reports, or software developed or provided under the contract; however, this ownership does not extend to pre-existing intellectual property or off-the-shelf products that were not specifically developed for the Commonwealth. Vendors must propose hourly rates and/or deliverable-based rates for each selected service category. This is a fee-for-service contract with pricing and compensation negotiated project-by-project through executed Statements of Work. The Small Business Purchasing Program (SBPP) provides award preference to certified small businesses, and a Supplier Diversity Plan is mandatory and scored separately at 25 points. The current year budget is $145,000, with a total three-year contract budget of $435,000. No federal funds support this procurement.

The vendor acknowledges that it does not retain any intellectual property rights in the deliverables related to this RFQ, including proprietary data, and shall not disclose such data to any third party without the prior written consent of MassAbility or otherwise required by law
- Question: Are you explicitly referring to Course Content, instructor content, and presentation materials? What about the intellectual property rights of our "Off the shelf" content that we own, NOT something that we are specifically designing for you.
Please clarify further the statement that the "The vendor acknowledges that it does not retain any intellectual property rights in the deliverables related to this RFQ, including proprietary data".
