About this opportunity

The Texas Military Department is requesting bids on replacement of a failed air-cooled chiller system and associated chilled water piping at the Dyess Army Reserve Center (AFRC) in Abilene, Texas, under IFB TMD26-CFMO-0045092, with bids due August 11, 2026 at 1:00 PM CST. Two mandatory site visits are scheduled for July 14 and July 15, 2026, both at 10:00 AM CST; failure to attend either results in disqualification. This is a state HUB (Historically Underutilized Business) subcontracting plan project requiring good faith effort to recruit Texas VetHUB certified vendors.

The scope encompasses removal and disposal of the existing chiller, furnishing and installation of a temporary chiller to maintain facility operations during construction, furnishing and installation of a new air-cooled chiller system with all associated equipment, replacement of damaged chilled water piping and insulation, electrical work including controls reconnection and commissioning, and all mobilization, permits, closeout, training, and cleanup. The 69,855-square-foot facility was constructed in 2011 and houses administrative, classroom, latrine, auditorium, storage, and food service spaces. All work is lump-sum fixed price with no minimum guarantee; the contractor is responsible for all labor, materials, equipment, supervision, permits, bonds, and insurance within the bid price.

The construction cost ceiling is $1.235 million. The initial contract term runs one year from award, with TMD holding the option to extend for up to three additional one-year periods at its sole discretion. Prevailing wage rates per Texas Government Code § 2258 apply, with Davis-Bacon wage rates effective January 2, 2026, ranging from $10.58 per hour (laborers) to $33.17 per hour (boilermakers), including fringe benefits and mandatory paid sick leave. Performance bonds are required for contracts exceeding $100,000, and payment bonds for contracts exceeding $25,000. Insurance must include workers' compensation, commercial general liability with $1 million per occurrence/$2 million aggregate minimum, and coverage from carriers rated "A" or better by A.M. Best, naming TMD as additional insured. A 5% retainage will be withheld from final payment until work acceptance and required documentation are submitted.

Questions are due July 21, 2026, with answers posted by July 28. All bids must remain valid for 60 days from the June 23 solicitation opening date. Work progress schedules must utilize Critical Path Method and be submitted within twenty-one days of Notice to Proceed. The contract administrator is Clarissa Campos (512-782-1630; FY26DyessChiller@cfmo.mil.texas.gov) and the project manager is Jeff Hardin (432-296-0663; jeff.d.hardin.nfg@army.mil).
