About this opportunity

The City of Dublin, Georgia is issuing a Request for Qualifications/Request for Proposals (RFQ/RFP) for professional engineering services to develop a comprehensive Safe Streets and Roads for All (SS4A) Action Plan. The procuring agency seeks qualified registered engineering firms with demonstrated experience developing transportation safety action plans to lead this planning initiative. Key deliverables include a draft action plan by April 3, 2026, a final action plan by April 24, 2026, city adoption by May 7, 2026, and submission of the final SS4A report by May 29, 2026. The scope of work encompasses detailed data analysis of crashes and fatalities, identification of high-risk locations, public engagement through at least two informational meetings and online surveys, monthly stakeholder coordination meetings, development of safety improvement strategies with project prioritization, and creation of a project webpage for ongoing monitoring. The evaluation will occur in two phases, with Phase 1 assessing technical approach and schedule (40%), similar project experience and key staff capabilities (30%), project manager and key staff workload capacity (20%), and past performance (10%). Written questions are due by November 19, 2025 at 2:00 PM with responses provided by November 24, 2025, and proposals must be submitted by December 3, 2025 at 2:00 PM through Bidnet, DemandStar, mail, or in person, with an anticipated award date of December 12, 2025.

The procurement is funded through a federal Safe Streets and Roads for All Action Plan Grant with matching funds provided by the City of Dublin, requiring strict adherence to federal regulations and the FY2022 SS4A Notice of Funding Opportunity requirements. Proposers must accept the City's Standard Professional Services Agreement, provide evidence of required insurance coverage, submit certifications and licenses as mandated by law, and include affidavits addressing non-collusion, e-verification compliance, suspension and debarment status, and acknowledgment of any addenda. Pricing will be negotiated with the highest-scoring proposer as a lump sum fee with task breakdowns. The solicitation documents do not specify any set-aside designations, disadvantaged enterprise restrictions, incumbent vendors, or specific budget ranges; however, selected firms must demonstrate adequate staff capacity and commitment to meet the aggressive timeline requirements while maintaining quality assurance and avoiding cost overruns and delays. All inquiries regarding the solicitation must be directed exclusively to David Sawyer, Purchasing Director, at sawyerd@dublinga.org, as a strict cone of silence policy prohibits contact with other City personnel.
