About this opportunity

The Utah Department of Public Safety, through the Division of Purchasing, is seeking to award a contract modification for the National Law Enforcement Telecommunication System (NLETS) without standard competitive procurement, with a notice-and-contest period closing June 16, 2026. This is a sole-source continuation of incumbent service.

The modification increases the total contract amount from $987,388.20 to $1,138,817.94—a $151,429.74 increase (15.33 percent)—reflecting a membership fee adjustment adopted by the NLETS board on September 16, 2024, to take effect in Fiscal Year 2027. NLETS is the critical interstate information-sharing network through which all Utah criminal justice agencies access and securely exchange state and federal criminal information databases, including criminal history, driver's license and vehicle information, sex offender registries, warrant information, and AMBER alerts.

The incumbent contractor is NLETS (National Law Enforcement Telecommunication System, Inc.) under the original contract LD20-89 (classified as sole source). The contract term extends through 2030 with an option for a 10-year renewal period.

The Division of Purchasing is accepting vendor contests during the public notice period through June 16; any vendor claiming a competing source must submit detailed documentation demonstrating comparable or superior products meeting or exceeding specifications. Vendors may file confidentiality claims for trade secrets and commercial financial information under Utah's Government Records Access and Management Act (GRAMA); claimants must submit both redacted and non-redacted versions with detailed justification for protection requests.

The justification for noncompetitive award—continuity of critical law enforcement telecommunications infrastructure—is documented in the supporting materials filed with the Division of Purchasing. The award requires written approval from the Division of Purchasing under Section F provisions of the Utah Procurement Code for contract-amount increases.
