About this opportunity
The City of Moab is requesting statements of qualifications from professionals to consolidate existing studies and plans into a comprehensive Downtown Master Plan for City Council adoption under RFQ issued July 13, 2026, with SOQ submissions due July 27 at 5:00 p.m. MDT via the Bonfire portal. This effort supports the City's FY 2027 Strategic Plan priority and addresses seasonal visitation that swells the daily population from 5,000 residents to over 30,000.
The scope encompasses four primary tasks: project management (coordination meetings, presentations to Planning Commission and City Council); existing document review (analysis of plans from 2017 to 2024); Downtown Main Street Master Plan update (revision of the 2017 plan reflecting current conditions and future priorities); and implementation strategy (identification of project priorities, infrastructure improvements, policy recommendations, and funding opportunities). Respondents must demonstrate experience developing related plans for Moab or similar municipalities, with a minimum of three current or recent projects documented via links or client contact information.
The contract is fixed-price with a budget not to exceed $50,000. Grant funding supports the project, establishing June 1, 2027 as a critical deadline for finalizing negotiations. SOQ submissions are limited to 10 pages plus cover letter. Evaluation weights cover letter, company qualifications (25 points), project-relevant experience (35 points), references, project approach (25 points), and anticipated timeline (15 points). The City will negotiate with the highest-ranked respondent or enter exclusive discussions with the most advantageous SOQ; if negotiations fail, the City may proceed to the next-ranked consultant without repeating the formal solicitation. Questions are due July 20 at 12:00 p.m. MDT, with responses posted by 5:00 p.m. MDT the same day. The planned selection decision date is August 10, 2026. SOQ ownership transfers to the City upon submission, and all SOQ preparation costs are the consultant's responsibility. Appeals must be submitted in writing within 7 business days of notification.
