About this opportunity

Door County, Wisconsin is seeking a contractor to provide a Countywide Shared Ride Taxi Program, currently known as Door 2 Door Rides, through a Request for Proposals (RFP) solicitation. The procurement is for a door-to-door, demand-responsive, advanced reservation shared-ride taxi service available to the general public seven days a week. The contract will cover a base two-year period from January 1, 2025 through December 31, 2026, with three additional one-year renewal options. The service requires a minimum of seven vehicles, with an eighth vehicle recommended as a backup, and must provide comprehensive transportation services throughout Door County. In 2023, the current service provided 39,335 rides, with 84.77% of trips originating in the Sturgeon Bay area and covering 278,507 revenue miles. Proposals are due by August 11, 2024 at 11:00 a.m. CT, and the county intends to award a single contract. Pricing proposals will be evaluated based on the total price for the base contract and option years, with firms required to submit firm-fixed hourly rates and comply with all specified service requirements.

The procurement includes specific Disadvantaged Business Enterprise (DBE) requirements and is funded with $484,950 in federal transit operating funds, specifically Federal Transit Administration (FTA) Section 5311 grant monies. Contractors must comply with federal clauses including those related to lobbying certifications, debarment and suspension, telecommunications restrictions, and Davis-Bacon wage requirements. The current hourly service rate is $35.70, and vendors must complete the Bid Opportunity List (Appendix J) detailing their firm's information, including DBE status, age, type of work, and annual gross receipts. Option year pricing will be adjusted using a fixed Consumer Price Index for All Urban Consumers (CPI-U) of 1.0 percent. No minimum purchase quantity is guaranteed, and the contract will require full compliance with federal transit regulations, including Buy America Act provisions for rolling stock purchases over $150,000. Potential bidders must demonstrate the ability to provide comprehensive, accessible transportation services that meet the mobility needs of Door County residents.
