About this opportunity

The State Public Charter School Authority of Nevada is requesting proposals for Document Library, Consulting, and Project Management Services under RFP 31PCSA-S4046, with proposals due November 16, 2026. The procurement is issued through the Nevada State Purchasing Division and submissions must be made via NevadaEPro.

The scope encompasses three primary deliverables: creation and maintenance of a shared knowledge document library within the SPCSA's SharePoint site containing historical information, policies, procedures, templates, and guidance materials; provision of subject matter expertise on complex historical and current matters; and completion of supplemental project work including staff training, audit and legislative responses, legislative analysis, report preparation, and agency-wide projects. Work is performed remotely on a project basis, with an anticipated average of 20 hours per week in the first year and reduction in subsequent years. Work assignments are issued primarily by the Finance and Operations Director.

Required qualifications are subject matter expertise in state agency operations with demonstrated experience in at least one of the following: grant compliance and management, grant subaward allocations, grant funding for administrative costs, budget build and closing, legislative session activities, or agency-wide policy and procedure documentation. Vendors must demonstrate ability to conduct independent research, write professional procedures and reference documents, and maintain detailed time logs. Preferred qualifications include understanding of Nevada's charter school landscape, multi-agency collaboration experience, and legislative and auditor response expertise.

The not-to-exceed contract value is $280,000 over a four-year term, representing approximately $70,000 per fiscal year. Payment is based on work necessary to complete assigned projects. Proposals must include resumes of key personnel, description of the working relationship with SPCSA, detailed plan and approach, time tracking methodology, identification of assumptions or limitations, and optionally examples of similar work.

The contractor must maintain Commercial General Liability coverage with $2,000,000 aggregate and $1,000,000 per occurrence limits; Automobile Liability with $1,000,000 combined single limit; Workers' Compensation at statutory limits with $100,000 per accident and $500,000 policy limits; and Professional Liability with $1,000,000 per claim and $2,000,000 annual aggregate. All insurers must maintain A.M. Best ratings of A- VII or better, and the State must be named as additional insured on all policies. Invoices must be submitted within 20 days of service completion to spcsafinance@spcsa.nv.gov and include the CETS contract number, itemized services, and service period. Payment is made within 30 to 60 days of invoice receipt upon State acceptance.
