About this file

This Scope of Work is a Request for Proposal issued by the Nevada State Purchasing Division on behalf of the State Public Charter School Authority (SPCSA) for consulting and project management services. The SPCSA seeks vendor support to address knowledge gaps and operational challenges resulting from agency growth and staff turnover over the past decade. The primary deliverables include the creation of a shared knowledge document library organized within the SPCSA's SharePoint site containing historical information, policies, procedures, templates, and guidance materials; provision of subject matter expertise and guidance on complex historical and current matters; and completion of additional project work including staff training, preparation of responses to external entities (auditors, legislators, LCB, GFO), legislative analysis, report preparation, and supplemental agency projects. The contract anticipates an average of 20 hours per week in the first year with expected reduction in subsequent years, with most work completed remotely on the vendor's schedule. Work assignments will be issued on a project basis primarily by the Finance and Operations Director.

The total not-to-exceed contract amount is $280,000, representing approximately $70,000 per fiscal year across the four-year contract term, with payment based on work necessary to complete assigned projects. Required vendor qualifications include subject matter expertise in state agency operations with demonstrated experience in at least one of the following areas: grant compliance and management, grant subaward allocations, grant funding for administrative costs, budget build and closing, legislative session activities, or agency-wide policy and procedure documentation. Vendors must also demonstrate ability to conduct independent research using varied source materials, write professional procedures and reference documents, and maintain detailed time logs correlating invoiced hours to deliverables. Preferred qualifications include understanding of Nevada's charter school landscape, experience collaborating across multiple state agencies, and strategic experience responding to legislative and auditor inquiries. Proposals must include resumes of key personnel, description of the working relationship envisioned with SPCSA, detailed plan and approach to meeting contract goals, time tracking methodology, identification of assumptions or limitations, and optionally, examples of similar work.
