About this opportunity

The State of Nevada, through its Department of Administration's State Purchasing Division, is issuing a formal Request for Proposals (RFP 99SWC-S3694) to procure document destruction services for multiple state agencies statewide on an as-needed basis. The procurement seeks a single awarded contractor capable of providing comprehensive document destruction and shredding services including both onsite mobile shredding and offsite bulk shredding with recycling options across Northern and Southern Nevada regions. Vendors must be certified by the National Association of Information Destruction, Inc. (NAID) and must offer at minimum three destruction methods: recycling with bonded/certified destruction services, mobile onsite shredding, and offsite bulk shredding, each with certificates of destruction. Key requirements include HIPAA compliance with Business Associate Agreements, strict confidentiality protocols, service availability to rural areas, documented security safeguards, staff qualifications with background checks, bonding and insurance coverage, and timeframes between document acquisition and destruction. Evaluation will be based on Security & Confidentiality (25%), Operational Efficiency (20%), Vendor Reliability (15%), Customer Service (20%), and Cost Factor (20%), with financial stability evaluated on a pass/fail basis. Critical deadlines include a vendor question deadline of March 27, 2026 at 5:00 PM Pacific Time, client reference submission by April 14, 2026 at 5:00 PM, and proposal submission by April 17, 2026 at 2:00 PM, with estimated evaluation April 20-24, 2026, Notice of Intent on approximately April 28, 2026, and Notice of Award estimated for May 22, 2026, with contract commencement anticipated November 1, 2026.

The contract is open to all qualified vendors meeting mandatory minimum requirements, including possession of a valid Nevada business license and registration with the System for Award Management (sam.gov), with no specific set-asides for disadvantaged enterprises noted in the solicitation. However, the State does apply a five percent preference to Nevada-based businesses and implements an inverse preference against out-of-state vendors from states providing in-state preferences. All vendors must comply with non-boycott of Israel requirements and agree to pay a quarterly administrative fee of one percent on all payments received, with quarterly administrative fee reports and usage reports required documenting purchases by customer name, type, purchase order number, description, quantity, unit price, and total cost. Contractors must maintain comprehensive insurance including Commercial General Liability of $2,000,000 general aggregate/$1,000,000 per-occurrence, Automobile Liability of $1,000,000 combined single limit, Workers' Compensation at statutory levels with $100,000 per-accident/$500,000 policy limit Employers' Liability, and Professional Liability of $1,000,000 per-claim/$2,000,000 annual aggregate, with the State named as additional insured. The contract term is four years subject to Board of Examiners approval, and no specific budget or award value is disclosed in the solicitation materials, as the RFP indicates current usage information is unavailable with service quantities, frequencies, and utilizing agencies to be determined between the awarded vendor and individual using agencies following contract award.
