About this opportunity

The Illinois Department of Natural Resources is requesting bids on roof replacement work for vault toilet facilities at White Pines and Castle Rock state parks, with proposals due September 30, 2026. Site visits are available and encouraged for bidders to assess conditions and gather measurements.

The scope comprises replacement of existing roofs on 11 vault toilet structures (10 at White Pines, 1 at Castle Rock) identified by asset ID in attached location maps and photographs dated July 8, 2026. Work includes removal of existing roof systems and skylights (11 and 22 units respectively), installation of new skylights, ice and water guard (2,103 square feet), drip edge (616 linear feet), flashing (72 linear feet), vent boots (22 units), ridge vent (100 linear feet), and shingles (2,103 square feet); fascia board replacement (72 linear feet); soffit and siding replacement at select locations (18 and 9.2 square feet respectively); and cleanup and disposal. The Schedule of Values form (Attachment 4) itemizes all pay items with quantities but contains no pricing data — contractors must complete unit costs and totals. Detailed construction specifications are provided in Attachment 3. All work must comply with Illinois building codes and DNR standards.

Vendors must execute the Standard Illinois Certifications document, which mandates compliance with 34 distinct requirements including legal authorization to conduct business in Illinois, absence of criminal convictions for bribery and felonies, tax compliance, environmental and labor law adherence, drug-free workplace standards, non-discrimination policies, cybersecurity directives, and restrictions on forced and child labor in foreign materials. Annual recertification by January 1 applies to contracts exceeding one year. Certifications must bind all subcontractors. Failure to comply or provision of false information results in contract voidance, suspension, debarment, or criminal penalties.

State Standard Terms and Conditions (Version 23.2) apply, establishing Illinois Prompt Payment Act compliance, invoicing deadlines of July 31 for services through June 30, $1,000,000 general commercial liability insurance, three-year record retention (five years if federal funds apply), and termination-for-convenience rights with 30 days' notice. A $15 Minority Contractor Initiative fee applies to contracts of $1,000 or more.
