About this opportunity
The Minnesota Department of Natural Resources is requesting bids on labor, equipment, materials, tools, transportation, and incidentals for goat browsing, woody removal, and herbicide treatments across 45 acres at the Minnewaska Native Prairie Bank in Pope County near Glenwood under RFB 2026-959, with bids due July 29, 2026 at 2:00 p.m. Addendum #1 extended the deadline from July 22 and reduced the contractor qualification threshold from $50,000 to $20,000; vendors must respond to the latest version or face rejection.
The scope spans two seasons (through December 31, 2027, with substantial completion by October 10, 2027) and includes four total browsing events (two per year) with goats defoliating 80–90% of accessible target woody vegetation including smooth sumac, buckthorn, honeysuckle, elm, and ash across wooded gully and upland areas. Contractors must maintain a minimum of 60 meat goats (Boer, Spanish, Savanna breeds or similar) of mixed ages, establish and maintain portable electric fencing with solar capabilities, provide water and mineral supplements, and submit monthly browsing reports and pesticide usage reports. Mechanical removal of target woody plants may occur during winter with frozen ground and snow conditions subject to Project Supervisor approval.
Contractors must hold a minimum of two years' documented experience managing goats for invasive vegetation browsing and possess current Commercial Pesticide Applicator Certification for Minnesota Categories A and E. Animal Welfare Certification is required; bidders must certify no owner, officer, manager, or employee has been convicted of or charged with animal cruelty, neglect, abuse, or related animal welfare violations and must notify the State within five business days if charged during contract performance. Insurance requirements include Commercial General Liability ($1.5 million per occurrence), Commercial Automobile Liability ($1.5 million combined single limit), and Workers' Compensation at statutory limits.
Unit pricing must include all labor, materials, tools, transportation, equipment, fuel, and applicable sales and use taxes with no allowances for inadequate site examination. Pricing is itemized across mobilization, electric fencing per season, browsing events, and Year 1 and Year 2 woody removal and treatment. Site visits may be arranged by contacting Project Supervisor Joe Walton at 218-608-8553 or Joseph.walton@state.mn.us. All responses must be submitted electronically through the Swift Portal. The State reserves the right to award items separately, by grouping, or by total and may withdraw the offer due to insufficient funding.
