About this file

This is Addendum No. 1 to the Specifications/Drawings for a Request for Bid issued by the Minnesota Department of Natural Resources for the Minnewaska Native Prairie Bank Goat Browsing 2-Year project (Solicitation No. 2026-959). The project involves reducing woody brush and increasing native prairie and wet meadow plant diversity across 45 acres at the Minnewaska Native Prairie Bank in Pope County near Glenwood, Minnesota, utilizing goat browsing, woody removal, and herbicide treatments over two seasons. The primary changes in this addendum include: extension of the bid opening date from July 22, 2026, to July 29, 2026, at 2:00 PM; reduction of the contractor qualification requirement from $50,000 to $20,000; and clarification of project specifications regarding wooded and upland areas. The specifications detail dense buckthorn control in wooded gully areas and sumac control in upland areas, with two browsing events scheduled for Year 1 (early summer and late summer 2026). Site visits can be arranged by contacting Joe Walton, Project Supervisor, at 218-608-8553 or Joseph.walton@state.mn.us. All responses must be submitted electronically through the Swift Portal, and vendors must respond to the latest event version to avoid bid rejection.

The addendum modifies the timeline specifications to allow mechanical removal of target woody plants to be completed during winter with frozen ground and snow conditions, subject to Project Supervisor approval. Additionally, the State's responsibilities now include ensuring that paths are mown through densely wooded areas intended for goat fence installation. Unit prices must include all costs such as labor, materials, tools, transportation, equipment, sales tax, use tax, and other necessary expenses for project completion. The award will be made to the lowest responsible vendor meeting all specifications and terms and conditions, with the State reserving the right to award items separately, by grouping, or by total as deemed most advantageous. Contractors requiring assistance with registration or response completion may contact the Contractor Assistance Help Desk at 651-201-8100, Option 1.

3. Exhibit E: Project Specifications

ADD:

Wetland Areas Wooded areas in the gully area of the site (southwestern side and middle of site) are occupied by scattered large cottonwoods, ash, and boxelder that form an open, discontinuous canopy, with an understory that is extremely densely wooded and strongly dominated by 10- to 15-foot-tall buckthorn that is 0.5 to 1 inch in diameter, but includes many larger trees, also. The largest buckthorn trees on site are between 10 and 15 inches in diameter at breast height (DBH). There are several sedge meadow openings in the woodlands, in wetter areas not conducive to woody plant growth, which do not require woody removal.

Upland Areas Sumac is the biggest problem, in terms of woody brush control, in the upland areas. Sumac patches are scattered across the entire site but mowing and fire by DNR crews over the last several years have kept them somewhat in check. The western half of the site has taller, denser patches of sumac than the eastern half. The east side of the site has two wetland depressions with brush that need to be controlled, but the drier areas of the east half do not require much brush control at all.
