About this file
This Equipment and Operator Requirements Form is part of Solicitation #2026-959 issued by the Minnesota Department of Natural Resources for goat browsing services at Minnewaska Native Prairie Bank in Pope County near Glenwood, Minnesota. The project seeks qualified contractors to reduce woody brush and increase native prairie and Wet Meadow/Carr plant diversity across 45 acres over two years using goat browsing, woody removal, and herbicide treatments. Interested vendors must submit responses electronically through the Swift Portal by July 29, 2026 (extended deadline per Addendum #1). Site visits may be arranged by contacting Project Supervisor Joe Walton at 218-608-8553 or Joseph.walton@state.mn.us. Award will be made to the lowest responsible vendor meeting all specifications and terms and conditions, with the State reserving the right to award items separately, by grouping, or by total as deemed advantageous.
Contractors must submit unit pricing that includes all costs for labor, materials, tools, transportation, equipment, sales tax, use tax, and all other expenses necessary for project completion. All equipment must be thoroughly cleaned before entering the site to prevent invasive weed spread, with contractors responsible for preventing rutting and compaction and for any equipment left on site. Contractors must demonstrate a minimum of two years of experience managing goats for browsing of invasive vegetation and must be familiar with operating brush saws or chainsaws. The Equipment and Operator Form requires contractors to provide detailed equipment specifications, describe mechanical removal methods, and confirm relevant experience through contractor signature and title.
