About this opportunity
The Illinois Department of Mental Health at Elgin Mental Health Center is requesting proposals for a small purchase construction project to build a new entry wall and install heavy-duty industrial saloon doors, with proposals due October 21, 2026.
This is a prevailing-wage public works project subject to Illinois Prevailing Wage Act requirements — contractors and subcontractors must pay no less than prevailing wage rates established by the Illinois Department of Labor for the county where work is performed, including hourly cash wages and fringe benefits. Contractors must also employ at least 90% Illinois laborers across all skill levels when Illinois unemployment exceeds 5% for two consecutive months, with exceptions available upon certification demonstrating unavailability or incapability of Illinois laborers. All bidders must maintain an Illinois office as the primary place of employment for construction workers and submit affirmative certification of compliance with prevailing wage requirements along with supporting documentation.
The scope requires construction of the entry wall system and procurement and installation of heavy-duty industrial saloon doors meeting specified performance criteria for a high-traffic mental health facility environment. The project includes mandatory self-performance requirements establishing minimum thresholds for direct labor involvement by the prime contractor to ensure quality control and prevent excessive subcontracting.
Vendors must carry $1,000,000 general commercial liability per occurrence with $2,000,000 annual aggregate, automobile liability, and workers' compensation insurance, and name the State as an additional insured party. All responsive bids require submission of either a written Equal Employment Opportunities policy or a detailed Workforce Projection by demographics and trade category. Bidders must provide either a United States Department of Labor Apprenticeship and Training Certificate or Program Letter. The State retains the right to terminate for cause or convenience with thirty days' notice. Payment is subject to the State Prompt Payment Act, with invoicing deadlines of July 31 for services rendered through June 30.
