About this opportunity

The Illinois Department of Human Services is seeking bids for a full-time Medical Director position at Chester Mental Health Center in Chester, Illinois, under IFB B-53671, with bids due August 28, 2026. This is a rebid.

The successful bidder must be an Illinois-licensed physician with American Board of Medical Specialties Certification in Psychiatry and a minimum of three years of substantive medical administrative experience. The Medical Director will operate as an independent contractor under the administrative direction of the Chester Mental Health Center Hospital Administrator, supervising medical staff and maintaining overall quality of clinical care. The candidate must be available for interview within five business days of notification and able to start work within 21 calendar days of the Notice of Award.

The contract term commences upon final execution through June 30, 2029, with two renewal options: July 1, 2029 through June 30, 2030, and July 1, 2030 through June 30, 2031. The maximum total term, including all renewals and extensions, shall not exceed ten years. Work hours are routinely 40 hours per week, Monday through Friday, 8:00 a.m. to 5:00 p.m., at the Chester facility. The bidder must provide malpractice insurance, transportation, lodging, and healthcare coverage, with all costs included in the all-inclusive hourly rate. General Commercial Liability insurance of $1,000,000 per occurrence and Auto Liability of $1,000,000 per occurrence are required, along with Worker's Compensation Insurance as required by law.

The contract is contingent upon the availability of funds appropriated by the Illinois General Assembly and subject to termination if appropriations fail or the Governor decreases agency funding. Pricing is the primary evaluation criterion; the contract will be awarded to the lowest priced responsive and responsible bidder. Bid prices must remain firm for 90 days from opening. The bidder must comply with HIPAA confidentiality requirements, undergo a pre-interview background investigation including verification of medical licenses and controlled substance registrations, and complete a TB skin test or provide documentation of a test performed within 90 days prior to starting work. Invoices are due by July 31 for services rendered through June 30 of any year.
