About this opportunity
The Texas Department of Public Safety (DPS) is seeking a qualified contractor to convert approximately 100,000,000 microfilm/microfiche documents into a digital format and index these records, including an additional 504,000,000 documents that are currently in digital format. The contractor will be responsible for digitizing the documents, indexing all records to enable retrieval, and storing the digital files until they are uploaded into DPS's Enterprise Content Management (ECM) system. The contract term is five years with the option to renew. Responses are due by August 25, 2023, and the contract will cover the jurisdictions of Williamson County and the City of Round Rock. DPS will evaluate responses based on the quality and reliability of the services, delivery terms, past vendor performance, and cost.
The solicitation requires vendors to comply with Historically Underutilized Business (HUB) participation requirements and provide evidence of financial stability. There is no incumbent vendor, as this is a new requirement for DPS. The solicitation does not specify the award value or budget range, but it includes detailed pricing requirements, invoice and payment terms, and mandatory pricing schedules for the digitization, indexing, and cloud storage services. Vendors must also adhere to comprehensive cyber security requirements and CJIS security standards as part of this contract.
