About this file
This document is an addendum to a Request for Offer (RFO) issued by the Texas Department of Public Safety (DPS) for the conversion of microfilm/microfiche files into a digital format and indexing of these records, including those currently in digital format. The RFO seeks a qualified contractor to perform this work, which includes an estimated 100,000,000 documents to be digitized, indexed, and stored, as well as approximately 504,000,000 additional documents to be indexed and stored. The addendum provides clarifications and answers to vendor questions, extends the due date for responses to August 25, 2023, and amends the required completion date.
The scope of work includes converting the microfilm/microfiche to digital format, indexing the records to enable retrieval, and storing the digital records until they are uploaded into DPS's Enterprise Content Management (ECM) system. Pricing is requested for digitizing, indexing, and migrating the documents. The RFO is open to all qualified vendors, not just those on the state's DIR vendor list. The contract term is not specified, but the pricing tables extend through August 31, 2028. There is no incumbent vendor, as this is a new requirement.
