About this opportunity
The Florida Department of Transportation (FDOT), District Six, is seeking a Districtwide Strategic Communications Consultant to provide comprehensive services for miscellaneous projects in Miami-Dade and Monroe Counties. The Request for Proposal (DOT-RFP-26-6197SD) solicits a highly qualified communications consultant to deliver strategic communication services, with specific requirements including one full-time, on-site Community Outreach Specialist at District 6 headquarters. The consultant will be responsible for developing and implementing communication strategies, managing public meeting notices, and providing comprehensive reporting on Key Performance Indicators (KPIs) and Return on Engagement (ROE). Proposals are due on August 25, 2025, at 10:00 AM, to be submitted via email to D6.Purch@dot.state.fl.us. The solicitation emphasizes compliance with multiple civil rights statutes, including Title VI of the Civil Rights Act of 1964, which prohibits discrimination based on race, color, national origin, sex, disability, and age. Evaluation criteria will likely focus on the vendor's expertise, proposed communication strategies, staffing capabilities, and ability to meet the district's strategic communication needs.
The contract opportunity appears to be open to all qualified vendors without specific set-aside designations for disadvantaged enterprises. The total contract value is estimated at $1.5 million over three years, with an expected annual allocation of $500,000, and will result in awarding one consultant for the entire contract period. Vendors must secure their own software and application costs, and should be prepared to work with limited historical baseline data for KPIs. The solicitation indicates that travel and toll costs are not reimbursable, and the consultant must propose their own KPI and ROE reporting formats. Potential proposers should note the requirement for specialized expertise in strategic communications, with an emphasis on maintaining continuity and professional competence throughout the contract period. The scope of work covers communication services for FDOT District Six, with a focus on public engagement, outreach, and strategic communication management across Miami-Dade and Monroe Counties.
