About this opportunity

The Austin Independent School District (AISD) is issuing an Invitation for Bid (IFB) numbered 26IFB058 for a multiple-award contract to provide comprehensive maintenance, emergency repair, and installation services for automatic vehicular gates (slide, swing, and barrier arm systems), commercial roll-up and overhead doors (including fire-rated doors), loading dock equipment (mechanical and hydraulic levelers, bumpers, and seals), Won-Door FireGuard fire protection door systems compliant with NFPA 80, and automatic ADA-accessible door systems across AISD facilities in Travis County and Austin City, Texas. The public notice period runs from April 3 to April 10, 2026, with a written questions deadline of 5:00 PM on April 16, 2026, and responses posted to the AISD Bonfire Portal by April 16, 2026. Bids are due April 21, 2026, at 2:00 PM CST, with virtual bid opening via Google Meet at 2:15 PM CST the same date, and a tentative board award date of May 21, 2026. Vendors must submit all pricing through the Bonfire Portal, including hourly rates for standard business hours and after-hours/weekend/holiday services for lead technicians, helper/apprentices, and welding/fabrication specialists, markups on manufacturer parts, rental equipment fees, and flat-rate trip charges. Qualified vendors must possess a minimum of five years of commercial gate and dock maintenance experience, have served similar-size public entities or school districts, hold relevant manufacturer certifications (LiftMaster, Rytec, Kelley, Serco, Won-Door, Record, Stanley, Dormakaba, or LCN), be located within an eighty-mile radius of Austin, Texas, maintain required insurance coverage, comply with Texas Education Code background check requirements, and deliver on-site emergency service response within twenty-four hours and routine service scheduling within one to three business days. All work must comply with applicable codes including NFPA 80, UL 325, ASTM F2200, and ANSI/BHMA A156.10, and vendors must provide detailed service reports for every call documenting asset identification, condition assessment, repairs performed, and safety tests. Evaluation factors include purchase price, vendor reputation and quality of services, extent to which offerings meet district needs, past relationship with the district, impact on historically underutilized business (HUB) compliance, total long-term cost, vendor's principal place of business in Texas or employment of at least 500 persons in the state, and other relevant factors specified in the solicitation.

The solicitation does not specify set-aside designations or restrictions limiting competition to particular business categories; however, the evaluation criteria prioritize historically underutilized business participation and Texas-based businesses. The AISD policy documents require all vendors to certify they do not boycott Israel and will not during the contract term, comply with debarment and suspension requirements as listed on the Texas Comptroller's Debarred Vendor List and the Federal System for Award Management, and execute multiple compliance certifications including a Conflict of Interest Questionnaire (CIQ), Form W-9, debarment certification, and Edgar certifications for federally funded work. The contract is structured as a multiple-award framework, and no specific incumbent vendors or current contractors are identified in the solicitation documents. AISD's historical annual spend for similar services is approximately $30,000; however, actual expenditures may exceed this amount based on districtwide needs and emergency repairs, and all pricing must be fully burdened to include labor, supervision, overhead, and profit unless otherwise identified. The initial contract term is two years from the award date, with options to renew for up to three additional one-year periods at the parties' mutual consent, and the District reserves the right to extend the contract beyond the final expiration date to ensure no lapse in service. The resulting contract may also be adopted by other member districts of the Central Texas Purchasing Alliance (CTPA), an alliance of over 120 public school districts.
