About this opportunity
The Florida Department of Transportation, District Seven, is soliciting sealed bids under ITB DOT-ITB-27-7007-LV for district-wide mowing, landscape maintenance, and debris removal services, with bids due today, October 26, 2026, at 9:00 a.m. and public opening at 11:00 a.m. Bidders must be registered in MyFloridaMarketplace, and out-of-state corporations, limited liability companies, and limited partnerships must be authorized to do business in Florida. Licensing from the Florida Department of Business and Professional Regulation applies where required for the services. Bidders must also complete a PUR 1355 Foreign Country of Concern attestation and a Section 287.135 vendor certification, and must maintain E-Verify compliance under Section 448.095 throughout the contract term.
Work covers mowing, debris removal, and landscape maintenance on an as-needed basis across seven geographic areas, including Citrus, Hernando, Hillsborough East and West, Pasco, and Pinellas Counties and a Martin Luther King Junior Boulevard location. Mowing is priced in four tiers: Tier A (0–10,000 square feet), Tier B (10,001–30,000 square feet), Tier C (30,001 square feet to 5 acres), and Tier D (5.01–10 acres), with vegetation cut to three inches or less. Debris removal is priced per ton for items over five pounds and per each for televisions, appliances, and tires. Vendors must respond to expedited requests within 36 hours and routine requests within two working days, and must deliver time-stamped before-and-after photographs, debris receipts, and landscape timesheets. Vendors must document at least two years of relevant experience and own required equipment, though bidders may satisfy these requirements through subcontractor experience and ownership with appropriate documentation.
Award is based solely on total price (quantity multiplied by unit rate) for each location, with renewal rates excluded from evaluation. The three-year term carries initial unit rates fixed for the full term, with no adjustments for disposal cost increases, and bidders absorb all loading, hauling, and disposal costs. Estimated quantities include 6,150 tons of debris and 150 units per location over three years, and lots may be added or removed. The incumbent is T&M Lawn-Fence Services Inc. under Contract DOD13.
Technical questions closed October 22, 2026 at 4:00 p.m. Addendum No. 2, issued October 23, 2026, requires bidders to acknowledge receipt by bid opening. The Department posts the intended decision and award on October 27, 2026 at 4:00 p.m. Contact with executive or legislative branch personnel is prohibited from release until 72 hours after the notice of intended award, excluding weekends and state holidays, except in writing to the procurement officer. The Department's Contract Manager is Denise Escobosa-Soto.
