About this opportunity
The State of Florida Department of Transportation, District Five, is soliciting construction services through an Invitation to Bid (ITB) for the construction of bay walls and installation of electrical infrastructure at the Orlando Operations facility located at 420 W. Landstreet Road, Orlando, Florida 32824. The project scope encompasses constructing three framed walls from slab to deck within existing equipment storage bays (including one with a hollow metal door) and performing comprehensive electrical work that includes new breakers, conductors, motorized roll-up door operators, LED lighting fixtures with emergency backup capability, exit signage, and wall packs. All bidders must be registered in MyFloridaMarketplace, possess a Florida General Contractor's or Builder's license, and submit a Minimum Qualifications Statement documenting at least five years of experience in similar construction services, three business references, and E-Verify compliance certification. Bidders must carry general liability insurance with combined bodily injury limits of at least $200,000 per person and $300,000 each occurrence, plus property damage insurance of at least $200,000 each occurrence. A mandatory site visit and pre-bid meeting is scheduled for February 23, 2026, at 9:00 AM EST, with attendance required for all bidders; failure to attend will result in bid rejection. Price proposals are due on or before March 10, 2026, at 10:00 AM EST, with public bid opening at 11:00 AM the same day, followed by a selection committee meeting on March 16, 2026, at 9:30 AM EST, with intended award posting by 2:00 PM that day. The contract is anticipated to begin on or about March 19, 2026, with all work to be completed by June 1, 2026, and compensation will be provided as a lump-sum payment upon final completion and acceptance of the work.
The solicitation does not identify any specific set-asides for disadvantaged enterprises or restrictions limiting participation to particular organizational types; however, out-of-state corporations, limited liability companies, and limited partnerships must be authorized to do business in Florida. No incumbent vendors or current contractors are identified in the procurement documents, and no existing infrastructure or technology integration requirements are specified beyond compliance with local building codes and manufacturer specifications. The contract award value or budget range is not disclosed in the available procurement materials. All bids must be submitted electronically in PDF format (maximum 25 MB) to D5.Purch@dot.state.fl.us, and the MFMP Transaction Fee will apply to all payments issued to the awarded vendor.
