About this file

This is a Questions and Answers document issued by the Florida Department of Transportation, District Five, in response to bidder inquiries regarding Invitation to Bid DOT-ITB-5012-OBWE for construction of bay walls and installation of electrical infrastructure at the Orlando Operations facility. The project involves constructing three framed walls within existing equipment storage bays, with one wall featuring a 3-0 hollow metal door, and performing electrical work including new breakers, conductors, motorized roll-up door operators, LED lighting fixtures with emergency backup, exit signage, and wall packs. The Q&A document clarifies that only one electrical receptacle will be installed on the interior wall where the 3-0 door is located, the chain-link fence and bay contents will be cleared by FDOT prior to construction, and the hollow metal door frame jamb depth will be approximately 7 inches (accounting for 2x6 studded walls, OSB on both sides, and 3/8 to 5/8 inch stucco on the exterior). Price proposals are due March 10, 2026, at 10:00 AM EST with public bid opening at 11:00 AM the same day. The mandatory site visit and pre-bid meeting occurred on February 23, 2026, at 9:00 AM EST, with the selection committee meeting scheduled for March 16, 2026, at 9:30 AM EST and intended award posting by 2:00 PM that day. Contract work is anticipated to begin on or about March 19, 2026, and must be completed by June 1, 2026.

Compensation will be provided as a lump-sum payment upon final completion and acceptance of work, with the contract award value not disclosed in available procurement materials. All bidders must be registered in MyFloridaMarketplace, hold a valid Florida General Contractor's or Builder's license, carry general liability insurance with combined bodily injury limits of at least $200,000 per person and $300,000 each occurrence plus property damage insurance of at least $200,000 each occurrence, and provide a Minimum Qualifications Statement documenting at least five years of similar construction experience, three business references, and E-Verify compliance certification. Out-of-state corporations, limited liability companies, and limited partnerships must be authorized to do business in Florida. No specific set-asides for disadvantaged enterprises, incumbent vendors, or current contractors are identified. All bids must be submitted electronically in PDF format (maximum 25 MB) to D5.Purch@dot.state.fl.us, and the MFMP Transaction Fee will apply to all payments issued to the awarded vendor.
