About this opportunity
The Illinois Department of Transportation is requesting bids for fuel supply services (diesel, biodiesel, and gasoline) at its Waterman location in District 3 under IFB B-54453, with bids due November 12, 2026. A Business Enterprise Program (BEP) goal of 4% applies; bidders may request a waiver based on demonstrated good-faith efforts to solicit certified BEP vendors.
The scope encompasses furnishing and delivering bulk Diesel #1, Diesel #2, Diesel winter additive, and gasoline to 9741 US Highway 30, Waterman, IL 60556. All diesel fuels must meet a minimum cetane rating of 43 and comply with Ultra Low Sulfur specifications (no more than 15 parts per million sulfur). The vendor must supply and install storage tanks within 30 days of contract execution, accept telephone orders, and deliver between 9:00 AM and 3:00 PM Monday through Friday (excluding state holidays) within an estimated two days of purchase order receipt. Pricing is adjusted weekly using DTNERGY FastRack Price Service, with rack prices from the Chicago and Rockford market areas as baseline; the vendor's bid differential plus applicable taxes are applied and updated each Monday. The State does not guarantee minimum order quantities but may require smaller deliveries during fiscal year-end and emergency situations.
The initial contract term runs from final execution through April 30, 2030, with a maximum total term not exceeding ten years including renewal options. The vendor must maintain General Commercial Liability insurance of $1 million per occurrence / $2 million annual aggregate, Auto Liability coverage of $1 million per occurrence, and Worker's Compensation Insurance, with the State named as additional insured. Bids must remain firm for 180 days. Award will be made to the lowest priced responsive and responsible bidder. A pre-submission conference may be designated as mandatory on BidBuy. All bids must be submitted electronically through BidBuy with a completed BEP Utilization Plan, vendor disclosure forms, and an Offer to the State.
