About this opportunity

The Oregon Department of Transportation (ODOT) is seeking a qualified contractor for the District 12 Chip Seal Rock Production 2025 Project, which involves rock production and aggregate delivery for highway maintenance across Gilliam, Grant, Wheeler, and Morrow Counties. The procurement requires producing and stockpiling approximately 19,530 cubic yards of crushed 3/8" - No. 4 medium graded chip seal aggregate at specified locations along OR19, OR74, and OR206 highways. The base bid covers five stockpile sites on OR19, with two additive alternates for OR74 (four sites) and OR206 (four sites), allowing ODOT to maximize work based on available funding. Contractors must source materials from three pre-approved ODOT quarries: Cason Canyon, Rose and Bone, and Hoogie Doogie Quarries, with aggregate crushing permitted anytime after notice to proceed but stockpile delivery restricted between March 1, 2026, and December 15, 2026. Bidders must demonstrate at least three years of experience in similar rock production services, provide three references, and submit comprehensive documentation through the OregonBuys eProcurement system by November 18, 2025. Evaluation will be based on the lowest responsive and responsible bid, considering the combined total of base and alternate bids.

The contract includes Oregon Buy preferences, providing a 5% preference for goods and services fabricated entirely in Oregon, with an additional 5% preference for resident bidders or those headquartered in the state. Prevailing wage rates apply to all contractor and subcontractor employees, and bidders must comply with various certification requirements including non-discrimination practices, tax compliance, and sexual harassment prevention policies. Insurance requirements are substantial, including Workers' Compensation with $500,000 per accident liability, Commercial General Liability of $1,000,000 per occurrence, and Automobile Liability of $1,000,000 combined single limit. No specific small business set-asides are noted, but contractors must provide proof of pay equity compliance training if applicable. While exact award value is not specified, the project involves producing and delivering up to 19,530 cubic yards of aggregate across multiple highway sections, with payment based on actual quantities delivered at fixed unit prices. The contract term is anticipated to be one year or upon completion of all contractor obligations, whichever occurs sooner, with potential for amendments based on performance and funding availability.
