Material Source Narrative for D12 Chip Seal Rock Production 2025 Project
This is a Material Source Narrative memo issued by the Oregon Department of Transportation, Region 5 Geology, to project managers and district managers in Pendleton regarding the Cason Canyon Quarry as a prospective material source for the D12 Chip Seal Rock Production 2025 Project. The project covers Grant, Wheeler, and Morrow Counties and requires crushed aggregate production for chip seal aggregate. ODOT Region 5 is offering this existing ODOT-owned material source based on estimated project material requirements of 7,260 cubic yards. The development plan identifies an excavation area with adequate volume to supply necessary aggregate materials. The document includes comprehensive subsurface exploration data from six core holes drilled in 2009, laboratory testing results on rock samples, and detailed drill logs with core recovery information. The quarry development concept is designed for long-term intermittent use with excavation extending southwest with intermediate benches and slopes down to the quarry floor, with near-vertical backwalls for future entries. Contractors are required to make on-site visits to familiarize themselves with existing conditions before bid preparation, as specified in Standard Specifications for Highway Construction subsection 00120.15.
The Cason Canyon Quarry is located in the Deschutes-Columbia Plateau physiographic province and is situated within the Grande Ronde Basalt formation, characterized as fresh to slightly weathered, very hard basalt with close jointing and infilled fractures. According to ODOT records, contractors have utilized the site numerous times since the original property acquisition in 1940, with subsequent additions purchased in 1962 and 1988. Most recent operations occurred in 2022 when 15,800 cubic yards of medium chip seal aggregate, 10,612 cubic yards of sanding aggregate, and 6,196 cubic yards of 2-inch minus material were produced, and in 2014 when 14,700 cubic yards was produced by Tony Anderson LLC of Pendleton. The narrative emphasizes that even with successful blasting, special equipment or equipment setup may be necessary for secondary reduction and handling of large material. Contractors must plan methods to effectively manage site conditions, avoid and protect existing property markers, utility cables, and overhead lines. The quarry floor should be sloped a minimum of 1 percent toward the working face to contain drainage, and no surface runoff should drain into the bermed drainage channel or off-site.

This narrative memo and all of the attachments (drill logs and laboratory testing data), should be duplicated and distributed to all bidders that inquire about this prospective material source, according to Section 00120.25 of the 2024 Standard Specifications for Highway Construction. This is an existing ODOT-owned material source.
ODOT Region 5 is offering this prospective material source for production of crushed aggregate for chip seal aggregate. Not knowing where the Contractor will produce rock from, the development plan for this source is based upon estimated project material requirements of 7,260 cubic yards (cyds) of material. The quarry development plan sheets identify an excavation area and associated volume adequate to supply the aggregate materials necessary to complete this project.
The Cason Canyon Quarry is located in the Deschutes-Columbia Plateau physiographic province of northeastern Oregon. This area is shown on published (Walker, G.W. and N.S. MacLeod, 1991-USGS) and unpublished (Madin, I.P., unpublished-DOGAMI) geologic maps as within the Grande Ronde Basalt. The Grande Ronde Basalt unit is included as part of the Columbia River Basalt Group, a succession of basaltic lava flows erupted predominantly during the Miocene geologic Epoch. The rock is closely fractured and has some infilling of fractures with silt and clay, and there often is a thin soil layer or “bake zone” between individual lava flows.
July 18, 2025 Page | 2
Information concerning the operational history in this source is limited. According to ODOT records, contractors have utilized this site numerous times since the original property was purchased in 1940, and subsequent additions purchased in 1962 and 1988. The last two ODOT operations at the site were in 2022 when 15,800 cyds of medium chip seal aggregate, 10,612 cyds of sanding aggregate, and 6,196 cyds of 2” minus was produced, and in 2014 during which a total of 14,700 cyds was produced for chip seal and sanding rock aggregate, both by Tony Anderson LLC, of Pendleton, Oregon. Subsurface exploration was performed in 2009 by drilling six core holes that penetrated unconsolidated soil overburden of up to approximately 1 foot of sandy silty clay with gravel, and into the underlying volcanic rock. Laboratory testing has been completed on rock samples from the core holes and from past entries into this quarry.
Logs of the core holes and a summary of the laboratory testing results on rock from the quarry are attached to this Narrative. Even with a successful blast, special equipment or equipment setup may be necessary for secondary reduction, or to enable the contractor to handle large size material if it is generated.
Contractors need to be aware of the existence of these conditions and plan methods accordingly to effectively deal with them.
The development concept for this source is for long term intermittent use. As such the development plan sheets and specifications show excavation of an area extending to the southwest with an intermediate bench or benches and slope(s) down to the quarry floor, with a near vertical backwall(s) for future entries.
The bottom of the quarry floor should be sloped down towards the working face a minimum of 1 percent to contain any drainage from on-site precipitation. No surface runoff should be allowed to drain into the bermed drainage channel that passes through the quarry property, or allowed to drain off the site. This plan will provide for the removal of the current contract needs and leave the site in a condition that will allow for systematic development towards the southwest in the future. Soil overburden and crusher rejects can be used to construct safety berms along steep slopes and run-off control berms along the drainage channel, with any excess material stockpiled for future reclamation of slopes within the quarry. It is important that access to the bench(s) and backwall, and access to the top of cut be constructed properly and be maintained. When the current operation is completed, the site must be left in a stable and safe condition. Contractor operations shall avoid and protect existing property boundary and survey markers, as well as any buried utility cables and overhead utility lines and poles.
In conformance with the Standard Specifications for Highway Construction, subsection 00120.15 Examination of Work Site and Bidding Documents, Contractors should make an on-site visit to this source to familiarize themselves with the existing conditions and appearance of the source and to visually inspect the existing quarry faces and the surrounding ground surface in advance of bid preparation. Based on the on-site visit and review of all available information, Contractors will then be able to use their best judgment to prepare a bid based upon existing site conditions, the conditions they expect to encounter at the time of the proposed operation, and on the most accurate information available for the source.
Documentation contained within this material source narrative packet, such as the development plan maps and operating specifications, is for informational purposes only; they are not meant to replace those pages supplied in the Project Bid Packet.
