Material Source Narrative and Supporting Documents for D12 Chip Seal Rock Production 2025 Project

This material source narrative and supporting documentation package is issued by the Oregon Department of Transportation Region 5 Geology office to prospective bidders for the D12 Chip Seal Rock Production 2025 Project affecting Grant, Wheeler, and Morrow Counties. The project requires production of approximately 6,375 cubic yards of crushed aggregate for chip seal aggregate from the Rose and Bone Creek Quarry, an existing ODOT-owned material source located in northeastern Oregon near the confluence of the North Fork and main John Day River. The quarry is situated at elevation 1,850 feet adjacent to Highway 19 (OR19/Hwy 005) at mile post 106.01 in the Blue Mountain physiographic province. Bidders are required to conduct on-site visits to familiarize themselves with existing conditions before bid preparation, as specified in Standard Specifications for Highway Construction Section 00120.15. The narrative includes laboratory testing results for bulk samples collected from existing stockpile and basalt materials, as well as the Grant County Land Use Permit (Administrative Review CU-12-02 dated March 26, 2012) approving aggregate extraction and processing operations on the property.

The Rose and Bone Creek Quarry geological composition consists primarily of Picture Gorge Basalt unit flows overlying volcaniclastics of the John Day Formation, both part of the Columbia River Basalt Group from the Miocene geologic epoch. Laboratory test results indicate material compliance with specifications, with samples demonstrating acceptable aggregate properties for chip seal application. The quarry has been used intermittently for ODOT maintenance projects since 1962, with limited operational history available in the Region 5 Geology office. Development plans call for drill and shoot extraction in previously excavated areas during spring/summer 2025, with material processed to meet aggregate gradation specifications. Existing bench access roads require regrading and improvement per Special Provision 00235.42(a) prior to use. Future development is planned to progress mining eastward while expanding northward and southward to resource limits, though topographic conditions and quality rock distribution may limit near-term expansion of processing and stockpiling areas.

This narrative memo and all of the attachments (laboratory testing data and Grant County Land Use permit), should be duplicated and distributed to all bidders that inquire about this prospective material source, according to Section 00120.25 of the 2024 Standard Specifications for Highway Construction.

This is an existing ODOT-owned material source.

ODOT Region 5 is offering this prospective material source for production of crushed aggregate for chip seal aggregate. Not knowing where the Contractor will produce rock from, the development plan for this source is based upon estimated project material requirements of 6,375 cubic yards (cyds) of material. The quarry development plan sheets identify an excavation area and associated volume adequate to supply the aggregate materials necessary to complete this project.

The Rose & Bone Creek Quarry is located in the Blue Mountain physiographic province of northeastern Oregon. This site is within an area mapped by DOGAMI (W.H. White, 1964; C.E. Brown, 1966) as mainly the lava flows of the Picture Gorge Basalt unit over the volcaniclastics of the John Day Formation, both part of the Columbia River Basalt Group, erupted predominantly during the Miocene geologic Epoch. The Picture Gorge Basalt unit is comprised of multiple flows of fine-grained and hard basalt with interflows of poor quality volcanic breccia that becomes predominant in the underlying John Day Formation. The quarry is located near the confluence of the North Fork with the main John Day

River. The topography in the quarry rises rapidly from about elevation 1850 adjacent the highway to over 2400 feet in the cliffs to the east.

Subsurface drilling exploration has not been performed at this site. Limited laboratory testing has been performed on some of the rock types present at this site. Two bulk samples were collected at the site, one from a previously existing ‘stone embankment’ stockpile, and one described as ‘basalt’. The locations of these tests are not known. The laboratory test results are attached to this narrative.

Aggregate from the Rose & Bone Quarry has been used intermittently for various ODOT Maintenance projects since the site was acquired in 1962. Information concerning the operational history in this source is limited though. Some information is available for review in the Region 5 Geology office in La Grande. Any contractor interested in looking at any available information not provided here should call and schedule a time to review the material. Someone from the Geology staff must be present when the information is being reviewed to maintain accuracy and consistency in distribution of information.

The development concept for this entry is to drill and shoot in the same area that was excavated in spring/summer 2025, lowering the whole bench. The shot material can be pushed down over the slope, collected at the bottom, and processed as needed to meet the aggregate gradation specifications for crushed sanding aggregate. There are existing bench access roads but they will need to be regraded and improved in accordance with Special Provision 00235.42(a) prior to use.

The general development plan for this quarry is to have future entries continue mining to the east while progressing to north and south until reaching the resource limits. Due to the topographic conditions at the site and how the quality rock lays in the site it will be difficult to increase processing and stockpiling areas in the near future. There are several existing areas in the site that have been developed by past activities that are available for processing equipment set up and stockpiling.

In conformance with the Standard Specifications for Highway Construction, subsection 00120.15 Examination of Work Site and Bidding Documents, Contractors should make an on-site visit to this source to familiarize themselves with the existing conditions and appearance of the source and to visually inspect the existing quarry faces and the surrounding ground surface in advance of bid preparation. Based on the on-site visit and review of all available information, Contractors will then be able to use their best judgment to prepare a bid based upon existing site conditions, the conditions they expect to encounter at the time of the proposed operation, and on the most accurate information available for the source.

Documentation contained within this material source narrative packet, such as the development plan maps and operating specifications, is for informational purposes only; they are not meant to replace those pages supplied in the Project Bid Packet.
