About this opportunity
The Hillsborough County Board of County Commissioners is requesting competitive sealed bids for pumping, cleaning, transportation, and disposal of leachate from two transfer stations on an as-needed basis under ITB-26-00390, with bids due October 2, 2026 at 2:00 p.m. Eastern Time. The original September 25 deadline was extended via Addendum No. 1.
Bidders must demonstrate recent and relevant experience in substantially similar leachate disposal services. The scope encompasses removal of liquid material, suspended solids, and sludge from the Northwest County Transfer Station (8001 West Linebaugh, Tampa, FL 33625) and South County Transfer Station (13000 U.S. Highway 41, Gibsonton, FL 33534), plus quarterly trench pumping and cleaning at SCTS. All leachate must be transported to Florida Department of Environmental Protection–permitted disposal sites not owned by Hillsborough County; the county has identified Aqua Clean Environmental (3210 Whitten Road, Lakeland, FL 33811, DEP Permit FLR000034033, maximum 200,000 gallons per day) as an approved disposal location. Equipment must comply with Code of Federal Regulations MC-306 guidelines for hazardous material cargo tanks, include both top-loading and hose-connection capabilities, and provide backup equipment available within two hours if primary equipment fails. Contractors must maintain 24-hour availability with a maximum one-hour response time and accept 24-hour access outside standard Monday–Saturday, 7:30 a.m.–5:30 p.m. hours. Pricing is quoted per-gallon basis; estimated quantities are approximately 6,000 gallons per pickup. An emergency service fee may be charged separately for the first tank or trailer dispatched with six-hour arrival requirement.
The estimated three-year contract value is $245,350. Mandatory site visits occurred September 9, 2026 at 10:00 a.m. (NWTS) and 12:00 p.m. (SCTS). The incumbent contractor is Aqua Clean. Contractors must comply with E-Verify requirements, maintain drug-free workplace certification under Florida Statute 287.087, carry comprehensive general liability, automobile liability, and workers' compensation insurance with Hillsborough County as additional insured, and submit certificates of insurance before commencing work. Price adjustments may be made annually based on the Consumer Price Index for All Urban Consumers.
