About this opportunity

The South Dakota Office of Emergency Management is seeking a contractor to provide comprehensive Disaster Housing, Feeding, and Operational Support Services for emergency personnel responding to natural or man-made disasters, specifically targeting rural areas of the state where local infrastructure may be limited. The Request for Proposal (RFP #24RFP11029) requires a vendor capable of establishing a base camp within 96 hours of activation, with scalable services to support 25, 50, 100, 200, and 400 personnel. Deliverables include fully operational housing facilities, meals, and a mobile operations office with work stations, meeting areas, and common areas that can function in extreme temperatures and without assumed utility access. Evaluation criteria will focus on cost, contractor experience and reliability, personnel expertise, and proposed performance method. The proposal submission deadline is August 30, 2024, at 5:00 PM CT, with an anticipated contract award and negotiation date of September 25, 2024. Potential contractors must email inquiries to Autumn Stout at Autumn.Stout@state.sd.us, with all questions and responses to be posted on the state's e-procurement system.

The RFP does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The contract will be an initial two-year term with potential for two additional two-year renewals, allowing for long-term engagement. While the documents indicate an existing contract for these services has not been previously utilized, the State will provide disaster location sites and potentially offer on-site staffing support. The contractor will be responsible for establishing facilities that comply with applicable regulations, though specific details like ADA compliance and infrastructure requirements are not extensively outlined. The State will handle responsibilities such as snow clearance, ice mitigation, badging, and credentialing services. While no specific budget range is explicitly stated, the RFP requires detailed cost proposals for housing and feeding services at multiple personnel capacity levels, suggesting flexibility in potential contract value based on disaster response needs.
