About this opportunity
Collier County, Florida, through its Board of County Commissioners Procurement Services Division, has issued a Request for Proposal (RFP) 25-8412 for Disaster Debris Removal and Disposal Services, seeking to establish multiple experienced Disaster Debris Contractors (DDCs) to assist with debris management during disasters or emergency events. The procurement is grant-funded and targets comprehensive debris removal services, including collection, separation, staging, processing, reducing, and disposing of various debris types such as vegetative, construction and demolition, hazardous materials, white goods, and vehicles. Contractors must demonstrate capabilities in rapid mobilization, debris management, detailed documentation, and compliance with federal, state, and local regulations. The contract will have an initial five-year term with an option for a one-time five-year renewal. A pre-proposal conference is scheduled for July 25, 2025, at 10:00 AM EST, with proposals due by August 15, 2025, at 3:00 PM EST. Evaluation will be conducted by a selection committee using individual scoring methods, with potential for oral presentations and negotiations with top-ranked firms. Historical context suggests significant debris removal needs, with the county previously spending $63 million after Hurricane Irma in 2017 and $22 million for Hurricane Ian in 2023.
The solicitation does not explicitly specify set-aside designations for disadvantaged enterprises, though the required forms include provisions for minority and disadvantaged business participation. Vendors must be registered with the Florida Department of State, enrolled in the E-Verify program, and prepared to provide comprehensive insurance coverage, including Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000 per occurrence), and Pollution Liability. Performance and Payment Bonds are required for projects exceeding $200,000. While no specific incumbent vendors are listed, the county has identified five strategic Debris Management Sites across the county, including locations at Camp Keais, Immokalee Airport, Immokalee Landfill and Transfer Station, Manatee Park, and Resource Recovery Business Park. The contract is potentially funded through FEMA Public Assistance, which can reimburse up to 75% of eligible disaster debris management costs. Though no precise budget range is specified, historical spending suggests the potential for multi-million dollar contract values, with the county's previous hurricane-related debris removal efforts ranging from $22 million to $63 million.
