Contractors must demonstrate a minimum of five years' experience in debris management, comprehensive knowledge of FEMA regulations and Stafford Act Public Assistance claims, and maintain $5 million in bonding capacity. The procurement will evaluate proposals based on five key criteria: firm qualifications (20%), past project experience (20%), key personnel (20%), project understanding and approach (25%), and cost proposal (15%). Proposed services must cover multiple debris types including vegetative debris, construction and demolition materials, hazardous waste, white goods, electronic waste, waterway debris, and other disaster-generated waste. The contract term is three years with potential for two one-year renewals, extending to a maximum of five years. A mandatory question deadline is set for January 11, 2025, allowing potential bidders to seek clarification prior to proposal submission.
The solicitation encourages participation from small, minority-owned, and women-owned businesses, signaling a commitment to diverse vendor engagement. While no incumbent vendor is identified, this represents Lincoln County's first solicitation for these critical disaster recovery services. The county has not pre-identified a long-term Debris Management Site (DMS), though one is currently in use for DR-4830-GA. Contractors are permitted to submit additional roles and rates beyond the standard cost proposal, with an allowance of two extra pages for this purpose. Pricing will include potential escalator clauses, with specific methodology to be negotiated during the contract process. While a specific contract value is not explicitly stated, the comprehensive nature of the services and the potential for multi-year engagement suggests a significant municipal procurement opportunity. The contract includes FEMA-required provisions, indicating potential federal funding and associated compliance requirements.
