About this file

This is a Questions and Response document for RFP 25-004 issued by Lincoln County, Georgia for Disaster Debris Management and Removal Services. The document provides clarifications about proposal requirements and page limits, confirming that proposals are limited to a maximum of 49 pages with specific allocations: Executive Summary/Letter (2 pages), Table of Contents (1 page), Sections 1-4 (10 pages each), Cost Proposal Form (4 pages), and Optional Additional Costs (2 pages).

Regarding pricing terms, the county will evaluate each cost proposal in its entirety to determine best value, though specific evaluation criteria are not detailed. The contract will include pricing escalators with methodology to be negotiated. There is no pre-identified Debris Management Site (DMS) location for long-term use, though one is being used for DR-4830-GA. This is Lincoln County's first solicitation for these services, so there are no previous bid tabulations or incumbents. Contractors may submit additional roles/rates in their cost proposals as allowed in Section 2.8, with an extra 2 pages permitted for this purpose beyond the standard 4-page Cost Proposal form.

Questions and Response

RFP 25-004

January 6, 2025

Question: Could the county please confirm the intended page limit for the returned Cost Proposal for RFP 25-004?

Response: The Contractor should use the 4-page Cost Proposal form found in Section

4.0 starting on page 18 of the RFP. An additional 2-pages will be allowed, if the Contractor is submitting additional roles/rates in their cost proposal as allowed in Section 2.8.

Question: Are there any pre-identified DMS locations? If so, can you please provide the locations?

Response: No, while we are using a DMS for DR-4830-GA, it is not expected to be a long-term solution.

Question: Can you please provide the bid tabulations, awardees, and price evaluations from the previous bidding cycle?

Response: None, this is our first solicitation for this service.

Question: Will annual contract price increases based on Consumer Price Index (CPI) be allowed?

Response: We expect that the final contract to have pricing escalators and the exact methodology will be negotiated as part of the contract.

Question: Please explain specifically how the pricing of one proposal will be evaluated against the pricing from another proposal, including the answer to these questions:

• Will each pricing proposal be analyzed and refined to become one total number, which can then be compared to the other proposals?

• Will some of the line-item prices offered be excluded from the pricing evaluation? If so, which line items will be included, and which will be excluded?

• Will extended totals (unit price multiplied by estimated quantity) be used to evaluate pricing, and if so, what estimated quantities and what line items will be used to derive the extended totals that will be evaluated?

• Will all pricing line items be evaluated equally, or will some line items receive more importance in the evaluation?

Response: We will evaluate each cost proposal in its entirety and then determine which proposal provides the best value to Lincoln County.

Question: The RFP states that the proposal should be limited to 35 pages, but the breakdown of page limits for each section adds up to 45. Could the County please clarify the page limits?

Response: There was an unintentional typo in Section 2.6 with regards to page limits.

Section 2.8 Proposal Layout shall control the page limits, which are a maximum of 49 pages.
