The Greater Orlando Aviation Authority (GOAA) has issued a Request for Proposals (RFP) for a comprehensive Digital Signage System (DSS) at Orlando International Airport (MCO), seeking a single vendor to design, implement, configure, develop content, schedule, operate, maintain, and support the airport's digital signage infrastructure across Terminals A, B, and C, and the Train Station. The current system comprises approximately 2,115 LCD and LED displays capable of outputting over 49 billion pixels per second, making it the largest digital signage system by pixel count in North America. The contractor will be responsible for all aspects of the DSS, including software licensing, content creation, system maintenance, hardware replacement, training, and support, with a focus on providing educational, informational, operational, and emergency communications to airport passengers. The RFP was released on September 15, 2024, with a pre-submittal meeting scheduled for October 2, 2024, and proposal responses due by November 4, 2024. The anticipated contract award date is January 15, 2025, with the selected vendor required to develop a phased cutover plan that minimizes disruption to travelers while ensuring accurate and consistent information across all displays.
The RFP includes a Minority and Women-owned Business Enterprise (MWBE) participation goal of 15% for hardware maintenance, with a preference for limited subcontracting. The system must integrate with existing interfaces including flight information systems, active directory, security wait times, weather APIs, and other airport operational systems, supporting multilingual content and emergency messaging. The current infrastructure includes various display technologies such as NEC UN552S 55" LCD displays, LG 55VH7B displays, LED video walls, and 283 media player servers from Seneca and other manufacturers. The performance bond/letter of credit requirement is $2,000,000, indicating the critical nature of the system. Contractors must provide a minimum of seven full-time equivalents (FTEs) providing on-site support from 6am to 6pm, seven days a week, and utilize existing owner-furnished equipment to the greatest extent possible. The system must support pixel-perfect content across various display technologies and sizes, with the ability to automatically adjust to airline and airport operational needs, and support future expansion plans including the GTF Bridge project and gate expansion.
