About this opportunity

The City of Douglasville, Georgia is requesting proposals for digital signage and wayfinding projects involving demolition of existing sign infrastructure and fabrication and installation of new signage across seven municipal locations—Hospital Drive at Campbellton Street Intersection (Freedom Island), Public Safety Complex, Douglasville Conference Center, Hunter Memorial Park, Cedar Mountain Road Maintenance Facility, Jessie Davis Park, and kiosks for the Douglasville Downtown Amphitheater/Greenspace—under RFP 2023-004, with proposals originally due June 6, 2023 (extended to June 13, 2023 per Addendum #4).

The scope includes site review, structural engineering coordination, artwork preparation, shop drawings and material samples, fabrication of aluminum cabinets, channel letters, stone and brick veneers, and digital screens with exterior-grade full RGB LED resolution at 6mm pitch for curved and flat configurations. Installation via core drill footings with engineer-stamped designs, permitting, electrical hookup, and a mandatory five-year warranty covering materials and workmanship are required. The signage fabricator must perform 75 percent of primary fabrication in-house, including metal fabrication, welding, and general assembly. Contractors must provide maintenance services for a minimum 12-month period following installation. Proposers must submit a lump-sum bid; a bid bond equal to 5 percent of the bid amount and performance and payment bonds each equal to 100 percent of the contract sum are required from the successful proposer. General Liability Insurance with limits of not less than $1 million per occurrence and $2 million aggregate, plus a general liability umbrella policy with $10 million aggregate, is mandatory.

Proposers must have at least five years of business operation and demonstrate experience with projects over $70,000 completed in the last two years. Evaluation criteria are staffing (15 points), experience and performance (25 points), approach (10 points), and fee proposal (50 points). All surety bonds and insurance policies must be issued by A.M. Best A (Excellent) rated carriers licensed in Georgia. Addendum #4 removed outdoor weather pedestal kiosk stands with monitors from the project scope. The City engaged Sky Design as its representative to facilitate installation. The contract was awarded to DeNyse Companies on August 7, 2023.
