About this file
This is a Questions and Answers document for RFP 2023-004 issued by the City of Douglasville, Georgia, for the Signage and Wayfinding Phase 2 Secondary Gateway project at City Park. The project encompasses signage fabrication and installation at multiple Douglasville locations including Hospital Drive at Campbellton Street Intersection, Public Safety Complex, Douglasville Conference Center, Hunter Memorial Park, Cedar Mountain Road Maintenance Facility, Jessie Davis Park, and kiosks for the Downtown Amphitheater/Greenspace. The City has engaged Sky Design as the Owner's representative to facilitate signage installation. Installation is the responsibility of the awarded fabricator, with the City coordinating subcontracting of an electrician to run power to sign locations and coordinate final electrical and data connections. The original bid due date was extended by two weeks to June 13, 2023, to allow vendors adequate time to respond to RFI questions and prepare proposals.
Key clarifications provided through the Q&A process include: acceptance of 6mm LED pitch specifications for exterior signs instead of the originally specified 3.5 to 5mm range; confirmation that kiosk stands with monitors are outside the project scope; and detailed guidance on sign construction materials and specifications for Sign Types BB, FF, and GG. Bidders were instructed to provide pricing for alternate construction options, including aluminum fabrication with hard coat pre-cast finishes as alternatives to specified masonry and concrete materials, full brick options instead of thin brick applications, and foam with hard coat finishes instead of Thorocoat paint. Bidders were also directed to price the concrete cap width for certain sign types at 4 feet wide to accommodate the specified aluminum pipe support configuration. No pricing terms, set-asides, funding amounts, or contract award information is detailed in this Q&A document.

Q7 Question: Signage RFI - DeNyse
All pages:
•The base, tiers and columns are drawn as alum fabrication with thin brick, stack stone veneer, and concrete textured paint, but the caps are masonry or cast concrete. Can we price as aluminum fabricated or architectural hard coat with pre-cast finish?
Sign Type BB:
Page 2.2
•We are apprehensive of the idea of supporting the top 12” thick concrete cap with aluminum tubes.
This would weigh thousands of lbs. and believe would cause major concerns. Again- can we price as aluminum fabricated or architectural hard coat with pre-cast finish?
•The front/back elevations contradict the plan view and side elevation. Front/back show aluminum tube supports going in front of as well as atop the stack stone tier. The plan and detail view on 2.2 as well as the section on 2.4 show the tubes ending on top of the stack tier only. In order for the tubes to sit in front of this tier, the top concrete cap will have to be wider. Could you please advise intent here?
Sign Type FF/GG:
Page 4.1
•Same question concerning masonry caps
•Sign is drawn with thin brick over aluminum fab. Thin brick cost more, including labor, than standard brick - can this be priced as full brick?
•Same question on finishing here as the other signs. Can inset be foam with hard coat / faux concrete?
Thorocoat paint is a more difficult and expensive approach, especially if the intent is to match caps etc.
Best approach is to attack all “concrete” features with the same manufacturing process to ensure they all match!
Answer: Yes, bidders please add this as a bid alternate.
If there is a concern with the weight, please go ahead and price as fabricated aluminum with hard coat with pre-cast finish.
Our design intent was for the 3 aluminum pipes on the ends to sit/end in the bottom tier stack.
Therefore, you are correct the top concrete half would have to be wider; please price the total width for that cap at 4’-0” wide.
Please provide pricing for both options. Option 1: Price as specified. Option 2: Price as full brick.
Please provide alternate pricing to the base bid.
