About this opportunity
Pinellas County is issuing a Request for Information on digital evidence and exhibits management solutions for county court and circuit court entities, with responses due November 3, 2026. This is an information-gathering exercise only and does not constitute a solicitation or commitment to award a contract.
The RFI seeks vendor capabilities across the full evidence lifecycle: secure evidence submission (internal and external user workflows), review, marking and confidentiality controls, chain-of-custody tracking, search and reporting, retention and destruction, system integrations, and training environments. Solutions must support user authentication, large file uploads, mobile-friendly submission, various case types and hearing workflows (in-person and remote), and integration with existing case management systems. Data must be encrypted in transit and at rest and stored within the United States, subject to applicable criminal justice and judicial security standards.
Respondents must complete three notarized affidavits as a condition of submission: a Foreign Countries of Concern Affidavit (certifying no ownership or controlling interest by specified foreign governments including China, Russia, Iran, North Korea, Cuba, Venezuela, or Syria); a Human Trafficking Affidavit (attesting no use of coercion for labor); and a Common Carrier Attestation (confirming no knowing transport of unauthorized aliens into Florida during the contract term, except to facilitate detention or removal). All three affidavits must be notarized before submission.
Questions are due September 11, 2026 at 2:00 p.m. No pre-conference or site visits are scheduled. Responses must be submitted electronically through the OpenGov procurement portal at https://procurement.opengelov.com/portal/pinellasfl. Respondents may not withdraw submissions for 120 days after opening. All response costs are the responsibility of the responding firm. Contact: Kimberly Meador, Procurement Analyst Lead, klmeador@pinellas.gov, (727) 464-3148.
