About this opportunity

The Illinois Department of Human Services is requesting bids for a Medical Director position at the Illinois Center for Rehabilitation and Education-Roosevelt (ICRE-Roosevelt) in Chicago, with bids due August 12, 2026.

The Medical Director must hold an Illinois medical license and American Board of Medical Specialties Certification in Psychiatry, with a minimum of three years of substantive medical administrative experience directing, planning, and evaluating medical or clinical programs and supervising interdisciplinary staff. The position requires on-site presence of 5 hours per month, Monday through Friday, plus 24-hour on-call phone consultation availability. Total estimated work is approximately 21 hours per month. The successful bidder must submit a qualifying resume with their bid, be available for interview within five business days of award, and commence work within 21 calendar days of Notice of Award.

The Medical Director will serve as an independent contractor, not an employee. The Medical Director bears responsibility for malpractice insurance, transportation, lodging, and healthcare coverage, with all costs included in the quoted all-inclusive hourly rate. DHS will not reimburse travel expenses or overtime beyond the estimated 21 hours monthly. The contract pricing is structured as an estimated hourly rate submitted through BidBuy; the maximum contract amount will be determined prior to execution.

The initial contract term runs from final execution through June 30, 2029, with two optional renewal periods: July 1, 2029 through June 30, 2030, and July 1, 2030 through June 30, 2031. The Medical Director must maintain general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability insurance of $1,000,000 per occurrence, and workers' compensation insurance as required by law. A background investigation verifying medical licenses, controlled substance registrations, employment history, and Medicare or Medicaid sanctions is required.

Bids will be evaluated on responsibility, responsiveness, and price, with award to the lowest priced responsive and responsible bidder. Written questions are due July 31, 2026 at 5 p.m. All bids must remain firm for 90 days. Vendors awarded contracts valued at $1,000 or more must pay a $15 administrative fee for the Minority Contractor Opportunity Initiative.
