About this opportunity

The Texas Department of Family and Protective Services is requesting bids for Scanwriter AI and Aegis AI solutions under IFB HHS0017773, with proposals due August 4, 2026. The procurement seeks AI-enabled document processing and case management capabilities to support DFPS operations.

Respondents must submit a minimum of three business references documenting similar services delivered within the last two years, clarifying whether work was performed as prime contractor or subcontractor. All bidders must complete and affirm mandatory certifications covering 26 compliance domains, including prohibitions on abortion provider transactions, human trafficking involvement, foreign adversary ownership, lobbying restrictions, firearm industry non-discrimination, Israel and energy company boycott prohibitions, child support obligation compliance, COVID-19 vaccine documentation, antitrust law compliance, and disclosure of artificial intelligence systems used in deliverables. Respondents must also verify non-suspension and non-debarment status, absence of conflicts of interest, E-Verify workforce eligibility verification, cybersecurity training, disaster recovery planning, and compliance with specialized recycling and equipment programs. False statements or material misrepresentations constitute grounds for immediate contract termination and may void the response.

DFPS standard vendor conditions establish requirements for system availability, data handling protocols, security certifications, reporting obligations, and compliance with Texas state regulations. All contractor personnel with client contact must pass background checks. Intellectual property ownership vests entirely in DFPS. Contractors must maintain records for a minimum of seven years post-contract, with access rights retained by DFPS and the Texas State Auditor's Office. Contractors must indemnify the State of Texas and DFPS from all claims arising from contractor performance.

Bids must be submitted through the online bid room platform. Pricing submission uses the standardized pricing sheet provided as Exhibit E. The binding offer period is 240 days from the due date.
