About this opportunity

The State of Utah Division of Facilities Construction and Management (DFCM) is requesting proposals for construction services on behalf of the Utah Department of Corrections for a fire water storage tank and valve building at the Utah State Correctional Facility (USCF) in Salt Lake City, with a mandatory pre-proposal meeting on November 12, 2026 at 10:00 a.m. and proposals due December 8, 2026. Contractors must hold Utah state licensing, meet state bonding requirements, submit a DFCM Termination or Debarment Form, and provide either three DFCM performance ratings or five non-DFCM references for comparable projects completed within the past five years.

The project separates the culinary and fire water systems by constructing an approximately 0.5 million-gallon reinforced-concrete fire water storage tank, a 290-square-foot valve control building, pump station piping modifications, and SCADA integration. The foundation requires ground improvement, recommended as rigid inclusions or similar technologies and performed by a specialty contractor, to control long-term settlement to one inch or less. Surfaces in contact with potable water must meet NSF Standard 61, and submerged coatings must be amine-cured epoxy at a 16-mil minimum dry film thickness. The solicitation identifies water tank construction experience as a required capability, and it flags site safety as a key risk because inmates work near the active facility.

The construction cost estimate is $2.5 million, with substantial completion required by November 15, 2027 and liquidated damages of $500 per day. Stage II bidders must post a bid bond of 5% of the cost proposal, and the awardee must furnish performance and payment bonds for 100% of the contract sum. Prime contractors on contracts of $2 million or greater must submit a Health Insurance Statement of Compliance Form before Notice to Proceed.

Stage I evaluation uses a 100-point matrix: Statement of Qualifications (50 points), Management Plan (35 points), and Past Performance References (15 points). Only contractors scoring at least 80 points advance to Stage II. The Selection Committee includes representatives from DFCM, the Utah Department of Corrections, and Horrocks Engineers. Proposals are capped at six pages excluding required forms, in 12-point font with 0.5-inch margins, and are submitted through the U3P website.

Questions are due November 19, 2026 at 3:00 p.m., and addenda are due November 30, 2026 at 3:00 p.m. The short list is set on December 14, 2026 and announced December 15, 2026 at 5:00 p.m. The Stage II Invitation to Bid opens December 15, 2026, with bids due January 7, 2027 at 3:00 p.m. Bids remain valid for 45 days after opening.
