About this file
This document is a comprehensive set of structural design calculations prepared by Horrocks Engineers, Inc. for the Utah Department of Corrections (UDOC) Division of Facilities Construction and Management (DFCM) for a fire storage tank and booster station facility at the Utah State Correctional Facility in Salt Lake City, Utah. The project, numbered UT-11178-25, involves the design and construction of a 0.5 million-gallon circular concrete fire storage tank with an inside diameter of 65.75 feet and wall height of 20 feet, along with an associated booster station building measuring 21'-4" by 16'-0" with a 10-foot wall height. The calculations were prepared in accordance with 2021 IBC and ACI 350-20 standards for environmental engineering concrete structures, with design work completed on October 12, 2026, and reviewed for code compliance by DFCM on November 3, 2026. The project includes detailed engineering for the tank's concrete structure, reinforcement placement, drop panels, ring footings, column footings, and interior support columns, along with hazard analysis reports and booster station design incorporating wind, snow, and seismic loads per ASCE 7-22 standards.
The design incorporates extensive site-specific hazard data for the Salt Lake City location at 4,220 feet elevation, including a 3,000-year mean recurrence interval wind speed of 113 miles per hour, ground snow load of 46 pounds per square foot, and seismic design category D parameters based on a soil class DE site. The tank design uses 5,000 psi concrete with reinforcing steel at 60 ksi yield strength, with Environmental Durability Factor applied per ACI 9.2.6 for normal environmental exposure. The booster station is an enclosed, rigid structure designed for risk category I with ordinary reinforced masonry shear walls. All design calculations include multiple load combinations for leakage test conditions, backfilled empty tank conditions, full tank conditions, and seismic loading scenarios, with detailed moment tables, reinforcement requirements, and capacity verification charts provided for the tank walls, slabs, footings, and supporting columns. The document reflects compliance with current structural codes and establishes the engineering foundation for the separation of culinary and fire water systems on the USCF campus.

Value provided is 3-second gust wind speeds at 33 ft above ground for Exposure C Category, based on linear interpolation between contours. Wind speeds are interpolated in accordance with the 7-22 Standard. Wind speeds correspond to approximately a 1.6% probability of exceedance in 50 years (annual exceedance probability = 0.00033, MRI = 3,000 years). Values for 10-year MRI, 25-year MRI, 50-year MRI and 100-year MRI are Service Level wind speeds, all other wind speeds are Ultimate wind speeds.
Site is not in a hurricane-prone region as defined in ASCE/SEI 7-22 Section 26.2.

Values provided are ground snow loads. In areas designated "case study required," extreme local variations in ground snow loads preclude mapping at this scale. Site-specific case studies are required to establish ground snow loads at elevations not covered.
Snow load values are mapped to a 0.5 mile resolution.
This resolution can create a mismatch between the mapped elevation and the site-specific elevation in topographically complex areas. Engineers should consult the local authority having jurisdiction in locations where the reported ‘elevation’ and ‘mapped elevation’ differ significantly from each other.
Ground Snow Loads for IRC only, p :g(asd) 32.2 lb/ft

Design Condition No. 4: Seismic Loading - Full Tank
Note: This condition assumes that the tank is full of water and experiences vertical soil pressure, but not lateral soil pressure.
Load Case No. 5: 1.2F + 1.0E
Seismic Pressure, p = psf (Total base shear, 'V' divided by the wall height)
