About this opportunity

The State of Utah Division of Facilities Construction and Management (DFCM) is requesting Stage II bids for the Department of Veterans and Military Affairs Veterans Cemetery Columbarium Expansion project, with bids due August 24, 2026 and a mandatory bidders' meeting on August 5 at the Utah Veterans Cemetery & Memorial Park in Bluffdale. Only contractors prequalified under DFCM's Stage I Prequalification for Contractors and currently listed on the DFCM Prequalified Contractors list are eligible to bid — a restrictive eligibility gate.

The scope encompasses the expansion of an existing veterans cemetery through the addition of six new columbarium niche walls with precast concrete niche units, granite stone veneers, and granite wall caps; associated concrete walkways; and landscape and irrigation improvements. The site is at 17111 South Camp Williams Road, Bluffdale, Utah, covering approximately 0.35 acres of disturbed expansion area. The columbarium units must be manufactured by a single installer-manufacturer team with a minimum of five years' experience designing and fabricating precast concrete columbarium units for National or State Veterans Cemeteries. Contractors must hold a Utah State general contractor license with endorsements for concrete (S260) and landscape work (S330) classes. The design is governed by 2024 IBC with Utah amendments and ASCE 7-22, with a seismic design category of D and basic wind speed of 103 mph.

The construction cost estimate is $3 million with a substantial completion date of June 15, 2027 and liquidated damages at $2,000 per day. Contractors must provide bid bonds equal to 5% of the bid amount and performance and payment bonds at 100% of the Contract Sum on AIA Document A312-2010 forms within ten business days of contract receipt.

Federal compliance requirements apply: Davis-Bacon prevailing wage (weekly payroll documentation required for three years), Build America, Buy America Act (domestic-manufactured materials required except where documented waivers are granted), and federal labor standards under 29 CFR Parts 1, 3, and 5. Prime contractors must submit a Health Insurance Statement of Compliance Form certifying qualified health insurance coverage per Utah Code 26B-3-909. All bidders must complete Veterans Affairs debarment, drug-free workplace, and lobbying certifications. Subcontractor lists with first-tier subcontractors bid at $35,000 or greater must be submitted within 24 hours of bid opening; subcontractor changes after that deadline require written director approval.

Questions are due August 12, 2026 at 3:00 PM and addenda deadline is August 18 at 3:00 PM. Bids with bid bonds are due by August 24 at 3:00 PM via the U3P website. Award proceeds to the lowest responsive and responsible bidder contingent upon receipt of bonds and certifications.
