About this opportunity
The State of Utah Division of Facilities Construction and Management is requesting bids for removal and replacement of existing roof-top units, updated HVAC controls, and new architectural finishes at Camp Williams Building 6150 under an invitational procurement, with bids due July 30, 2026, and a mandatory in-person meeting on July 16, 2026 at 10:00 a.m. at the Camp Williams jobsite. This is an invitational low-bid solicitation restricted to six pre-selected contractors: Halverson Mechanical, Innovative Sheet Metal, Mechanical Service & Systems, Rocky Mountain Mechanical, Salmon Mechanical, and Tod Packer Heating and Air. Only invited contractors may attend the mandatory meeting and remain eligible to bid.
The scope covers removal and replacement of five packaged rooftop units, installation of updated HVAC controls, new architectural finishes, and related gas, electrical, and controls connections. Two additive alternates are available: roof access from the interior with hand-operated roof hatch and guard rails, and a wall and door to bifurcate the break room and provide a new mechanical controls room. The site is located in Bluffdale, Utah. A limited asbestos survey identified asbestos-containing materials (fire-rated door frames and roofing materials in good, non-friable condition) but laboratory analysis detected no asbestos content above the one-percent regulatory threshold; identified materials must be removed prior to disturbance by a licensed abatement contractor.
The construction cost estimate is $80,000. The substantial completion date is December 3, 2026. Liquidated damages are assessed at $200 per day for delays. Bids must include a 5% bid bond on AIA Document A310-2010 or equivalent from a surety authorized in Utah. Questions are due July 22, 2026 at 3:00 p.m.; addendum deadline is July 27, 2026 at 3:00 p.m. Subcontractor lists are due July 31, 2026 to dfcmcontracts@utah.gov. Bids are submitted via the U3P website. All contractors must certify non-debarment and comply with Utah state licensure requirements. The DFCM Project Manager is Rachael Strait-Neal.
