About this opportunity
The Oregon Department of Environmental Quality is requesting proposals for determination of average quarterly gate fees at commingled recycling processing facilities under RFP S-34000-00016527, with proposals due August 10, 2026, at 2:00 p.m. PT and a pre-proposal conference scheduled for July 15, 2026, at 1:00 p.m. PT.
The scope requires the contractor to obtain gate fee data from ten permitted and certified commingled recycling processing facilities on a quarterly basis beginning July 1, 2025, and calculate statewide average fees to inform DEQ's assessment of whether the Processor Commodity Risk Fee is appropriately charged by facilities to the producer responsibility organization. The contractor must establish data collection methodology in coordination with DEQ, maintain strict confidentiality of facility-specific financial information, and report only the statewide average quarterly gate fee for potential public dissemination. Key qualifications include demonstrated experience in data collection and confidential information management; proposers must submit at least three client references from similar projects completed within the past five years and provide proof of insurance prior to award.
The total budget for the five-year initial contract term does not exceed $300,000. Proposers must submit detailed price proposals broken down by task and deliverable, including hourly rates for key personnel, estimated staff hours, and all costs; compensation may be structured on either a per-task or per-deliverable basis, with travel and other expenses reimbursed at rates specified in the Oregon Accounting Manual. Proposers must maintain commercial general liability ($1 million minimum), professional liability ($1 million per claim), and network security and privacy liability ($1 million per claim) coverage, with the State of Oregon named as additional insured.
Evaluation criteria total 100 points: Executive Summary/Company Profile (10 points), Project Implementation Plan (30 points), Key Persons/Qualifications/Experience and Resumes (15 points), Work Samples (15 points), and Price Evaluation (30 points). Questions are due July 20, 2026, at 2:00 p.m. PT. The anticipated Notice of Intent to Award will issue approximately August 31, 2026. One contract is anticipated to be awarded. Oregon encourages certified disadvantaged, minority-owned, woman-owned, service-disabled veteran-owned, and emerging small business enterprises to submit proposals; proposers must complete a COBID Outreach Plan if subcontracting opportunities are foreseen.
