About this opportunity
The City of Santa Cruz is seeking design services for the Coral Street Residential Substance Use Disorder Navigation Center, a Request for Proposal (RFP) issued for a comprehensive design project targeting substance use disorder treatment. The procurement aims to develop a new facility with 50 licensed beds across ASAM treatment levels 3.1, 3.5, and 3.2 WM, located at 125 Coral Street in Santa Cruz. Deliverables include a conceptual plan, schematic design, and complete construction drawings for a new facility with specific requirements such as a commercial kitchen, parking, and building management system. The design team must create plans for a facility that maximizes residential treatment capacity within existing zoning restrictions, with sustainable design elements encouraged. The RFP requires a design team capable of executing a Design-Bid-Build project delivery method, including construction administration and bidding services. Proposal submissions are due on December 4, 2025, at 4:00 pm, with the City anticipating a five-year contract with potential renewal options. The project is funded through a $30 million grant from the California Department of Health Care Services Bond Behavioral Health Continuum Infrastructure Program.
The contract opportunity does not explicitly specify set-aside designations or restrictions on responding organizations. The project is located on a 27,834 square foot site zoned as General Industrial, with a 50-foot height limit, and is strategically positioned adjacent to the existing Coral Street Campus operated by Housing Matters. The facility is designed to serve approximately 521 clients annually, with an average stay of 5 weeks and 90% bed utilization, targeting justice-involved individuals and homeless persons with substance use disorders. Primary referral sources will include the adjacent Coral Street campus and the local justice system, with services delivered by a multidisciplinary team of therapists, counselors, nurses, and support staff. While specific budget details are not comprehensively outlined, the $30 million grant suggests a significant investment in infrastructure and services. The project aligns with local behavioral health needs, as 22% of homeless individuals in the 2024 Point in Time count identified Substance Use Disorder as their primary condition leading to homelessness.
Opportunity text
The City purchased the project site at 125 Coral Street in 2022 for three million dollars with the intention of using it to provide 24/7, temporary, non-congregate shelter for a minimum of 50 individuals for stays of six months or less. The current project scope includes the design of a new Navigation Center that will provide low barrier, service enriched shelter focused on helping individuals and families to quickly obtain permanent housing. The menu of services to be provided to residents will include behavioral health services.
The property has a total of approximately 27,835 square feet of land (APNs 008-171-24 and 008-171-25) and is located a half block west of River Street, northwest of Highway 1 within the City of Santa Cruz. It is adjacent to the Coral Street Campus, a City owned property under long term lease to Housing Matters.
The project addresses the urgent need to add residential substance use disorders ("SUD") treatment to the continuum of care by providing 50 beds of SUD treatment with ASAM levels 3.1, 3.2WM, and 3.5. The current service providers on the Coral Street Campus, Housing Matters and County Health Services Agency staff are thoroughly trained in trauma-informed care and use the County HMIS system to connect clients with services and track use.
